Description
Fumigation services needed for treatment of coconut rhinoceros beetle host material as part of the continuing Guam Coconut Rhinoceros Beetle Eradication Plan. This announcement is a request for response from interested parties and determination of capabilities only. No contract is to be awarded as a result of this announcement. The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), in cooperation with Guam Department of Agriculture (GDA), is conducting a program to eradicate the coconut rhinoceros beetle, Oryctes rhinoceros, that dispersed from an exotic introduction in the Tumon Bay area of Guam. The coconut rhinoceros beetle is a serious exotic pest of palm trees and also attacks other hosts of agricultural and horticultural significance. The program is needed to eliminate the pest risk from the infested areas of Guam, where it has been detected, and to prevent the spread of coconut rhinoceros beetle to other areas of Guam and other parts of the United States. This will be a fixed price contract with allowance for a base period of 9 months and 4 possible option years. All pricing to include any and all costs but not limited to: overhead, general and administrative costs, profit, licensing/certification and transportation. SCOPE The fumigator will provide fumigation services and equipment as defined in the APHIS Treatment Manual: http://www.aphis.usda.gov/import_export/plants/manuals/ports/downloads/treatment.pdf Using Schedule T403-e-1-2-MB ("Q" label only) at NAP with a dosage rate of 4 to 8 pounds of methyl bromide per 1000 cubic feet for 24 hours, depending upon temperature. Treatment will be monitored by an APHIS qualified personnel. Fumigation will be performed on green waste host materials that are infested with Coconut Rhinoceros Beetle (CRB). CONTRACTOR REQUIREMENTS The contractor shall have proven experience and expertise in: 1. APHIS Treatment Manual 2. Licensed Fumigator TASKS The contractor shall complete the following tasks in support of Coconut Rhinoceros Beetle Eradication Program: 0001. Provide on call fumigation equipment and services during normal business hours (8:00am- 5:00pm) Monday thru Thursday, excluding Local and Federal Holidays and during inclement weather. PERIOD OF PERFORMANCE The contractor agrees to the following deliverable dates: On call services starting in January 2010 thru 30 Sept 2010 or until funds have been exhausted. PLACE OF PERFORMANCE Ypao Point (Oka Point) Tamuning, Guam and within the designated quarantine areas. TRAVEL PLEASE CHECK location to be sure transportation cost is feasible. There will be no reimbursement for transportation costs to and from location(s) Interested parties are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. Interested sources that are capable of providing the equivalent services listed above are encouraged to submit statements of capability to the contracting office. Small Business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide Tax I.D.
