- RECOVERY – Infrastructure Upgrades for the General Purpose Central Processor (GPCP) Solicitation Number: Agency: Department of the Treasury Office: Internal Revenue Service (IRS) Location: National Office Procurement (OS:A:P) Synopsis: RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WILL ONLY BE AVAILABLE TO GSA SCHEDULE HOLDERS FOR THE RESEASONS DESCRIBED BELOW. In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act (ARRA) of 2009 Pub.L.111-5, the Internal Revenue Service (IRS) posts this notice of intent to issue a Request For Quote (RFQ) to purchase additional Millions of Instructions Per Second (MIPS) in order to upgrade Catalog Recovery Plus software that the IRS already owns. The Catalog Recovery Plus software supports several mission critical tax applications, including the Master File and Business Systems Modernization applications. These applications contain sensitive taxpayer data and the increased workload volumes resulting from ARRA requirements require increased processing capacity on the IBM z9 mainframe systems that host them. These increased workloads will include tax changes such as: the Making Work Pay Tax Credit, First-Time Homebuyer Credit Expansion, education benefits, Health Coverage Tax Credit and Money Back for New Vehicle Purchases, Work Opportunity tax credit, COBRA Health Insurance Continuation Subsidy, Net Operating Loss Carry back and Municipal Bond Programs. Currently, the IRS operates the Catalog Recovery Plus software to accommodate the General Purpose Central Processor (GPCP). The additional computing power and associated system software maintenance upgrade will be used to process the additional tax forms and workloads associated with the new ARRA requirements. No other known software has been found that can replace the functionality of the Catalog Recovery Plus Software. Therefore, the IRS will increase its capacity of MIPS from 6,413 to 6,703 MIPS. The work is planned to be accomplished via a competitive RFQ in accordance with the procedures set forth in FAR Subpart 8.404 for use of General Services Administration (GSA) Federal Supply Schedules. Small businesses and resellers of Catalog Recovery Plus software and support who have a GSA Schedule contract will be solicited. A firm-fixed price order will be placed against the GSA schedule contract with the lowest priced, technically acceptable solution that represents the best value to meet the Government’s needs.
