- Description
- The Internal Revenue Service intends to award a non-competitive contract with Johnson Controls, Inc, 6935 Appling Farms PKWY, STE 112, Memphis, TN 38133 for the maintenance and monitoring of Government owned Security and Fire Alarm System, at the Memphis Internal Revenue Service Center (MIRSC), 5333 Getwell Road, Memphis, TN. The requirement is being solicited and awarded as a commercial item in accordance with FAR Part 12. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 - Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. The NAICS is 561621, and Small Business Size Standard is 12.5M annual receipts. The contractor will provide technical and maintenance support/services to include but not limited to labor, parts and software updates/patches for the current security alarm system, the CCTV system, the facility access control system, all related interfacing systems and their components located at MIRSC. These systems currently operate using limited licensed proprietary software owned by Johnson Controls, Inc, Pegasy 2000. JOHNSON CONTROLS, INC owns the licensing rights to the current proprietary software that controls/operates the security alarm, CCTV and facility access control systems currently in use at the IRS facilities. These systems have operational interdependencies and they provide for functioning overlapping security measures and several of the related interfacing components operate exclusively using Johnson Controls proprietary software. The service is for a base period from 02/01/2010 to 09/30/2010 plus one 12-month option period. This notice of intent is not a request for competitive proposals or a solicitation of offers. No solicitation document is available. Interested parties may submit their interest and ability to meet IRS needs. However, responses received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by IRS not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of IRS.
