- GOVERNMENT DEBT ISSUANCE AND MANAGEMENT ADVISORS EMERGING MARKETS - WORLDWIDE Private-Public Partnership Professionals The U. S. Department of the Treasury's Office of Technical Assistance (OTA) is recruiting individuals on a competitive basis to serve as intermittent (short term) advisors, under personal service contracts, in the Infrastructure Finance Expert Corps (IFEC). IFEC is a joint initiative between OTA and the Government of Chile to strengthen the capacity of selected Latin American governments to effectively utilize the Private-Public Partnership (PPP) model to finance infrastructure development. The IFEC program provides technical assistance and policy advice to senior officials at the Ministries of Public Works and Finance in host countries, as well as to other related government agencies. QUALIFICATIONS: Applicants should have significant managerial experience in one or more of the various phases of PPP development and implementation to include: concession laws, project design and tendering, financing structures, economic feasibility projections, concession contract negotiations, and concession operation. Project experience in toll roads, airports, seaports, or light rail concessions is required. Other PPP experience is desirable. This recruitment is for global assignments currently focusing on Latin America. International travel is required. Prior overseas work experience in challenging environments is highly desirable. Spanish fluency is also highly desirable for work in Latin America. Candidates must have the ability to work independently and gain the confidence of host government officials and counsel them about policy choices and their consequences. Advisors are expected to build a lasting framework for PPP analysis in the host country, promoting improved concession design and mobilizing private capital for infrastructure development. Candidates must be U.S. citizens or U.S. resident aliens. SALARY AND BENEFITS: Salaries are negotiated in accordance with program regulations, and ranges from $120,830 to $162,900, subject to January 1, 2010 cost of living adjustments. Overseas benefits are provided as allowed by federal regulations. Successful applicants must be able to obtain medical and security clearances.
