- Request for Proposal for SPM4A610R0220, NSN 5975-00-794-2523, PR 0022966704, Coupling, Ground Rod, I/A/W Dwg NR 18876 10395449. Quantity 29,225. End Item application is: Aircraft, Prowler EA-6BDirect access to defense and federal specifications, standards, and related standardization documents is available on the Internet via http://assist.dapsmil or http://www.dodssp.daps.mil. Contract Type is Firm Fixed Price, with 100% quantity option. FOB is Destination with Inspection and Acceptance at Destination. This requirement is Full and Open competition, restricted to 100% Small Business Set-Aside under negotiated method of procurement. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. No Internet Quoting Service (IQS) or Electronic Bulletin Board (EBB) quotes will be accepted for this solicitation. A copy of the solicitation will be available via the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil on the issue date cited in the RFP. A paper copy of this solicitation will not be available to requesters. Solicitation will be made in writing and will be issued on 21 December 2009, with closing/due date 19 January 2010.
