- RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): MILCON Construction, LLC The Contract Specialist for this action is Richard D. Feller at 817-338-8633; or by e-mail at richard.feller@usace.army.mil This contract action will be accomplished using Other Than Full and Open Competition under the authority of FAR 6.302-5(b)(4), Sole source awards under the 8(a) Program15 U.S.C. 637 and the Partnership Agreement dated 28 February 2007 between the U.S. Small Business Administration (SBA) and the Department of Defense (DoD). The contractor shall provide all labor, supervision, tools, transportation, equipment, and materials necessary to provide the replacement of traffic controls at Fort Hood, Texas. The intent of the project is to improve existing signalized street intersections. The following priorities are in order of precedence: 1)Replace out-dated intersection control technology with state of the art technology, 2) Improve traffic flow and synchronization between intersections, and 3) Provide an easily maintained system utilizing the current workforce structure.
