- NASA/GSFC has a requirement for the study and analysis of Photospheric Velocityestimate based on the Differential Affine Velocity Estimator for Vector Magnetograms.NASA/GSFC intends to purchase the services from Artep Inc. pursuant to FAR 13.106, forthe acquisition of supplies or services determined to be reasonably available from onlyone source. Artep is the only company that has the technology development and necessaryexpertise on spectropolarimetry, having worked extensively with magnetograph data fromvarious sources.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. EasternStandard Time on the response date specified above. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed. See NASA Specific Note "B".
