Sources Sought RG3_10_002_Telecommunication Services Sources Sought Synopsis Title: Telecommunication services to support data voice and video connectivity. This is a sources sought synopsis. This is not a Request for Proposals. The NRC is seeking telecommunication services to support data voice and video connectivity. This notice supports a market survey and analysis to determine the range of available contractors and their utility and capability to assist the NRC with the prospective work described below. The NRC does not intend to award a contract on the basis of this request or compensate responders for their information. The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities to perform work for the NRC free of Organizational Conflict of Interest (OCOI). For information on NRC OCOI regulations, visit NRC Acquisition Regulation Subpart 2009.5, entitled “Organizational Conflicts of Interest” (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited to submit a response to the market research questions below and submit the capability information as described below. Submission of additional materials such as glossy brochures or videos is discouraged. Responses are due no later than December 21, 2009. The Government will not reimburse respondents for any costs associated with submission of the requested information. Telephone inquiries or responses are not acceptable. Background In accordance with the mission of the U.S. Nuclear Regulatory Commission, Region III office in Lisle, Illinois, the NRC requires telecommunication services to support data, voice and video connectivity. This connectivity is currently provided through PBX interconnections, analog circuits, T1 circuits (1.544 Mbps), Integrated Services Digital Network (ISDN). The current telephone numbers for the Region III office are 630-829-9500 thru 9999. These are brought to the PBX via 3 PRI trunk groups of 24 channels each (23 voice and 1 for signaling). In addition, Region III will be adding 1 PRI trunk to supply video conferencing. This would be a total of 4 PRI trunk groups required for Region III. There are also 22 POTS lines which are not routed through the PBX on a separate T1 circuit and are used for voice and data lines on a routine basis. Capability Sought The NRC is seeking to identify commercial organizations capable of providing telecommunication services to support data voice and video connectivity. Included in the telecommunication service would be emergency and backup services. These services shall: support voice, data, and video connectivity at various speeds; interface with the Fujitsu 9600 PBX system or Avaya G650; include unblocked access and interface into the Federal Telecommunications System (FTS) 2001 and Network environment for long distance service, and interface with commercial long distance carriers. The Contractor shall provide number portability for all phone numbers currently in use at the Region III location. The commercial organization should have staff that has knowledge and/or practical experience in the following areas: performing installation and maintenance of specialized equipment such as fiber optics; cable design, fabrication, installation, and removal; fault isolation techniques, trouble-shooting, diagnostic equipment utilization, initiation of corrective action, and ability to distinguish and interpret color codes and identify circuit/line termination points. Commercial organizations that are interested in providing telecommunication services to support data voice and video connectivity should respond in writing to the market research questions below. Additionally you should provide information on your staff’s qualifications and your firm’s corporate experiences and qualifications on similar contracts or efforts. Market Research Questions 1.How long has your business been in operation? 2.What type of business is your company (i.e. 8(a), large, etc.)? 3.What is the size of your company in terms of employees and consultants? Provide a breakdown of the mix between the two categories. 4.Do you have dedicated office space in close proximity to NRC Region III in Lisle, IL 60532? (If desired, describe any office space alternatives.) 5.Has your company effectively established teams in the past such that you could perform scopes of work outside your core competencies? (Describe the types of work and technical disciplines assembled.) 6.List any companies, universities, or government agencies your company plans to perform work for related to telecommunication services to support data, voice and video connectivity? 7.Has your company previously faced organizational conflict of interest issues with NRC? How were they resolved? 8.Describe any other information your company deems relevant in supporting telecommunication data, voice and video connectivity services. 9.Describe tasks you have performed in the areas of data, voice and video connectivity for the government or commercially? 10.Describe tasks you have performed in the data, voice and video connectivity telecommunications area.
