Description
The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 2, intends to issue a Commercial Request for Quote (RFQ) for Dry Dock Repairs to the USCGC OBION (WLR-65503), a 65 FOOT RIVER BUOY TENDER. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. The simplified acquisition will be issued as a Best Value Request for Quote (RFQ), on or about December 23, 2009. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A SMALL BUSINESS SET-ASIDE. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The acquisition is for DRYDOCK repairs to the USCGC OBION (WLR-65503) homeport in Owensboro, KY. The performance period will be 90 calendar days with a start date on or about 08 March 2010. The place of performance will be at the contractor's facility. Please note: The vessel is geographically restricted to the Western Rivers of the United States. "Western Rivers" means the navigable portions of the Mississippi River and its tributaries above mile marker 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard aids to navigation facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the "Western Rivers," but specially excludes unprotected or open waters such as Mobile Bay, Lake Borgne and the Gulf of Mexico. (Specific) 01 November to 15 March south of Melvin Price Lock and Dam. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC OBION (WLR-65503). This work will include, but is not limited to: Perform Barge Hull Steel Plate Renewal in Forward Rake; Perform Barge Hull Steel Longitudinal Renewal in Forward Rake; Upgrade Main Engines and Shafting; Upgrade Steering Gear and Rudder Systems; Perform Ultrasonic Thickness Measurements - Underwater Hull Plating (Tender); Perform Ultrasonic Thickness Measurements - Underwater Hull Plating (Barge); Perform Ultrasonic Thickness Measurements - Barge Side Shell Plating; Perform Hull and Structural Plating Repairs (10.2 Pound); Perform Hull and Structural Plating Repairs (12.75 Pound); Perform Hull and Structural Steel Plate Repairs (15.3-Pound); Perform Hull and Structural Steel Plate Repairs (20.5-Pound); Perform Hull and Structural Plating Repairs - Eroded Welds (Steel); Perform Hull and Structural Plating Repairs - Crack (Steel); Perform Hull and Structural Plating Repairs - Overlay Welding (Steel); Clean and Inspect Sewage Tank; Renew Sea Valves and Waster Pieces; Inspect and Overhaul Sea Strainers; Shrink Wrap Crane and Two Boat Davits; Preserve Stern Tubes; Preserve Spuds and Spud Well Surfaces; Preserve Barge Buoy Deck and Port; Preserve Underwater Body (Barge) - "100%"; Preserve Underwater Body (Tender) - "100%"; Routine Drydocking (Barge); Routine Drydocking (Tender); Clean, Inspect and Test Barge Grid Coolers; Clean, Inspect and Test Fuel Service Tanks (Tender); Provide Temporary Logistics; composite labor rate; GFP report and laydays. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
