Description
REQUEST FOR INFORMATION (RFI) FOR SSA WORKPLACE WELLNESS SERVICES The Social Security Administration (SSA) is conducting a market survey to seek sources that can provide a comprehensive workplace wellness program for its 67,000 employees located nationwide. SSA envisions this Program to encompass two major parts-the first part being on-line services for health education to include, but not limited to, such topics as: fitness, nutrition, disease management/prevention, emotional/mental well being, stress, and safety. This on-line portion should be a "one-stop shop" for all services, information, and programs SSA offers to employees. The second part of this Program requires the services of professionally certified experts in fitness, nutrition and health to provide individualized coaching services to all employees as well as administer and support the online product for SSA employees nationwide. All services performed under the contract shall comply with Section 508 of the Rehabilitation Act, as amended, relative to accessibility. Recently, SSA has been tasked to develop/implement/improve workplace wellness programs. SSA has the following programs and services for its employees already in existence: (1) Employee Assistance Program (EAP) services (nationwide, all employees); (2);on-site child care (select locations); (3) On-site fitness center (select locations); (4) Commit to Quit smoking cessation program (online);(4) Commit to be Fit activity/fitness program (online);(5) National Stretch Day (online);(6) Healthy Living website; and (7) a Stress Busters website. Some examples of programs that SSA is looking to include in its Program (but not limited to) are: Interactive fitness program - An individually tailored cardiovascular, strength and flexibility plan. Consideration taken for participant goals, lifestyle, personal situation, fitness level and knowledge. Support provided by a fitness professional to assist employees through the process, answer questions, keep participants informed and motivated, decrease the risk of injury, and increase their chances for success. Interactive nutrition program - An individually tailored nutrition plan which will recommend calories and servings from all major food groups; recommend daily meals; automatically calculate and compare daily caloric intake; and adjust recommendations according to activity levels; provide menus, recipes and shopping lists. Consideration taken for participant goals, lifestyle, personal situation, nutrition level and knowledge. Support provided by a nutrition professional to assist employees through the process, answer questions, keep participants informed and motivated and increase their chances for success. Interactive emotional/mental program - A program to address the relationship between mind and body for a better quality of life. A self-improvement plan to help manage stress, anxiety and copy with life issues/problems. Support provided by licensed and experienced mental professionals (psychologists, psychiatrists, etc.) to answer questions on subject areas approved by SSA which deal with all aspects of work life. Online community - All registered members will have access to an online support community. This will provide a place for employees to connect with one another to support and inspire. It has been proven that people who are supported through communities and groups realize a greater success in making wellness a permanent lifestyle choice. Rewards program - Participants will accumulate reward points by logging on and visiting different areas of the website and by tracking their progress on a daily or weekly basis. SSA shall have the ability to input points for additional programs conducted outside of the contractor website. SSA will receive periodic points reports. Periodic targeted challenges - such as maintain don't gain weight program through the holidays (November - January); walking/pedometer challenge; etc. These programs will be appropriate and must be approved by SSA. Other programs - such as financial education, legal education (wills, estate planning), elder care, etc. The contractor shall perform the following tasks. Needs Assessment: (a) a Health Risk Assessment (HRA) on a minimum number of SSA employees (number determined by SSA and selected at random); (b) the HRA shall be designed to gather all necessary data to track trends, determine needs and be completely confidential for employees; (c) biometric data must be collected through individual screenings (d) participants who complete the HRA shall be given the results; (e) the results shall be used to assist SSA in determining which programs and services to offer, and (f) the contractor shall perform an assessment to measure elements of the existing organizational culture using models such as the: Organizational Climate Questionnaire (OCO), Organizational Culture Assessment Instrument (OCAI), and Organizational Culture Inventory to identify the steps required for successful integration of wellness into the agency's fabric. Assessments : (a) an HRA shall be designed to gather all necessary data to track trends, determine needs, be completely confidential for employees; (b) the HRA will be required for all employees to participate in the Program; (c) the HRA shall be able to be completed at any location via internet or postal mail; (d) biometric data must be collected either through self reporting or individual screenings (e) participants who complete the HRA shall be given the results and the results shall be analyzed and a report provided to employees explaining the results and highlighting any risks; (f) the results shall be used to assist SSA in determining which programs and services to offer, and (g) The contractor shall perform an assessment to measure elements of the existing organizational culture using models such as the: Organizational Climate Questionnaire (OCO), Organizational Culture Assessment Instrument (OCAI), and Organizational Culture Inventory to identify the steps required for successful integration of wellness into the agency's fabric. Services / Online Portal : (a) The contractor shall design, maintain, host, and support a custom online workplace wellness portal. The portal shall be accessible 24 hours per day, 7 days per week from any computer with internet connection; (b) the contractor designed portal shall be interactive with access to multiple tools to track progress, participate in initiatives, research information, and stay connected with CES and other participating employees; (c) The contractor designed online tools shall include but not be limited to: HRA, fitness, nutrition, emotional health, stress, smoking cessation and general physical health; (d) The website shall be accessible through a unique Uniform Resource Locator (URL) customized for SSA, be visible using 1024 x 768 screen resolution, and perform without using Active Content; (e) the contractor shall customize the online portal including but not be limited to: use custom logo, banner, text, content and links. Any customization must be approved by SSA; (f) the contractor designed website shall be accessible by SSA employees anywhere there's an internet connection; (g) the contractor shall provide a secure authentication procedure allowing only SSA employees and contractors access to the workplace wellness portal. The procedure shall include a one-time registration process for each new user signing onto the web site and a secure user name and password for subsequent log in attempts. The users' registration information shall be kept and maintained by the contractor and available upon request by SSA; (h) the contractor shall provide accurate, verified, and up to date information on health, wellness, disease prevention, emotional/mental well being, lactation, smoking, family issues, stress, alcohol, medication, elder care, and other wellness related topics; (i) The contractor shall provide individual coaching services (via internet/email or telephone) for all specific programs by appropriately trained/licensed/certified professionals; (j) The contractor shall provide new and innovative wellness initiatives during the year, minimally 2 per year; and (k) The contractor shall incorporate existing SSA programs (such as contact information for EAP services, locations of on-site child care and fitness facilities, etc.) into their model to direct employees to available SSA resources. Support / Implementation / Management: (a)The contractor shall provide resources, expertise, and strategies for systematically and progressively altering the existing organizational culture into one that includes wellness as a fundamental value with which to achieve changing missions and goals; (b)The contractor shall provide periodic reports, minimally monthly, which show participation rates, metric improvements, etc.;(c) The contractor shall provide regular, recurring, relevant, and accurate information to all participants (such as a monthly email newsletter); and (d) The contractor shall solicit feedback for all programs, services, and tools. All submissions must specifically address the capability to accomplish the above-listed performance requirements of this notice; include references of current or past performance of similar requirements; and include a description of corporate experience with similar projects. Generic corporate brochures which do not address the requirements set forth above will not be considered responsive to this market survey. Firms that meet the requirements described in this announcement are invited to submit their email responses to Monica Yankle, Contracts Specialist at the following email address: monica.yankle@ssa.gov. All information must be received by December 28, 2009 to be considered. This RFI is not a Request for Proposal (RFP). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any information provided to the Government as a result of this RFI Notice is voluntary. Responses will not be returned. No entitlement for payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses or the Government's use of such information.
