- RECOVERY ACT - The Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE 19805 intends to issue a construction contract. This construction project (Reno CLC Phase II) is to finish the renovation of Building 17, the Community Living Center (CLC) at the Wilmington Veterans Affairs Hospital in Wilmington, DE. The first phase which is the patient care areas on the East and West Wings has been contracted. Phase II will complete the renovation and is primarily to do work in the core area of Building 17. The two projects have some overlapping work and the Phase I contractor and the Phase II contractor will have to coordinate, especially on the new lights and the wainscot in the bathrooms which are both bid alternates. The Phase I contractor will be given one wing at a time for six weeks. The Phase II contractor will have to accomplish any Phase II work in the wings during this time. The work consists of electrical, plumbing, carpentry, painting and general construction as shown on the plans. The lights and tile work in the patients bathrooms are also in the East and West Wings. This work is in an occupied building and infection control, sanitation, safety, and noise control are a priority. It may be necessary for the contractor to work evening shifts at times to coordinate with the Hospital schedule. Note CLC is occupied 24 hours a day. The North American Industry Classification System (NAICS) code is 236220. The U.S. Small Business Administration size standard is $33,500,000.00. The entire SOLICITATION issue date will be approximately December 28, 2009 with an approximate response date of January 27, 2010. The entire solicitation, including the specifications and drawings, will be made available only on the Electronic Posting System (EPS) web site https://www.fbo.gov/index?cck=1&au=&ck= Paper copies will not be available. Telephone and fax requests will not be honored. Once the solicitation is posted, it is incumbent upon the interested parties to review the EPS website frequently for any updates/amendments to any and all documents. The solicitation is an Invitation For Bid (IFB) and will be issued as a 100% Service Disabled Veteran Owned Small Business set-aside. An award in response to the soliciation is contingent upon the availability of funds. Bids must be valid for ninety (90) days from the soliciation response date. The project magnitude is between $1,000,000.00 and $2,000,000.00. The solicitation will result in a Firm-Fixed Priced Contract. Estimated contract performance is 120 days from notice to proceed. Firms must be registered with the Central Contractors Registry http://www.ccr.gov/, and the Veterans Business Registry http://www.vip.vetbiz.gov/ all perspective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE Code). Firms must submit Representations and Certifications with their bid.
