- The USDA, Agricultural Research Service (ARS) intends to issue a Request for Proposal (RFP) for construction for the major renovation to address deferred maintenance of critical mechanical, electrical, and plumbing systems, and incidental repairs to the ERRC located in Wyndmoor, Pennsylvania. This solicitation is being advertised on an unrestricted full and open basis. The major items of work include the following: •- Phase 8: Power Plant upgrade includes boiler, chiller, cooling tower work, including associated pumps, stacks, and vents. Support work includes trench, grating and catwalk construction. •- Phase 9A & 9B: Pilot Plant major renovations to the laboratories, support spaces, and offices. Complete renovation of four floors, attic, and roof level within the limit of construction and roof replacement. •- Retro Commissioning: On existing systems installed in previous phases, including HVAC equipment, boilers, chillers, cooling towers, pumps, and controls. •- Roof Work: Reroofing, guardrails, brick point up, flashings and metals on Pilot Plant Wing. The work will be performed at the USDA/ARS ERRC, 600 E. Mermaid Lane Wyndmoor, PA. The project performance period completion time is 540 calendar days after receipt of the notice to proceed. The estimated construction cost for this project is more than $10,000,000. The NAICS code is 236220 with a size standard of $33.5 million. This procurement is being issued on an unrestricted basis, using full and open competition utilizing the negotiated method by issuing a request for proposal (RFP). Bid bonds are required. Performance and payment bonds will be required by the successful offeror. One or more of the items under this acquisition is subject to the Work Trade Organization Government Procurement Agreement and Free Trade Agreements. Plans, specifications and solicitation documents will be electronically available in www.FEDBIZOPPS.gov and may be downloaded without charge. TELEPHONE, ELECTRONIC, OR FACSIMILE REQUESTS FOR THE SOLICITATION DOCUMENTS WILL NOT BE ACCEPTED. A site visit/pre-proposal conference will be conducted (date and time TBD) in Wyndmoor, Pennsylvania. Attendance at the site visit is not mandatory, but is strongly encouraged. Potential subcontractors are encouraged to attend to provide copies of their business resumes to potential prime contractors. The RFP will be available on or about January 11, 2010, the due date will be approximately 60 days after issuance and returned to: George Washington Carver Center USDA/ARS/FD, Facilities Contracts Branch ATTN: Barry Johnson 5601 Sunnyside Avenue Mail Stop 5124 Beltsville, MD 20705-5124. Due to the heightened security at government facilities, offerors are encouraged to send their proposals via overnight mail.
