- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This requirement is for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for plastic media blasting, repairing damaged areas, and repainting inboard racks, outboard enclosures, and transmitter doors in support of the AN/SLQ-32, with a minimum/maximum quantity of 1/79. The AN/SLQ-32 is a threat detection system aboard Navy ships. Also required are first article units delivered within 30 days after contract award. Government anticipates that the first articles will be awarded to multiple vendors with a down select process to follow. This is not a commercial procurement and contractors must be registered with the Central Contractor Registration. The technical package will be posted as an attachment to the solicitation and may be accessed though http://www.fbo.gov. The Government will deliver the units to be restored to and from the vendor's facility. This procurement will be solicited as 100% small business set-aside and the Government intends to award to the responsible contractor whose offer is the best value to the Government considering technical ability, past performance and price related factors. The solicitation will be available on or about 22 December 2009 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and NECO. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
