- The Naval Medical Logistics Command (693 Neiman St, Fort Detrick, MD 21702) plans to issue a Request for Proposal on Behalf of the Naval Medical Center, San Diego for laboratory analysis conducted by the clinical team from the Critical Care/Pulmonary Division of the Naval Medical Center, San Diego. The services will be for the laboratory analysis of specimens submitted for the Lung Injury Management Project (research project). The major objective of the project is to determine the levels of markers of oxidative damage, inflamation and antioxidants in frozen sample of serum obtained from patients with acute respiratory illness (ARI). This study is important in order to determine whether alterations in the levels of these biomedical parameters are associated with ARI. This study will be performed using stored frozen serum samples from five groups of US military recruits: 1) Recruits diagnosed with acute respiratory illness with normal chest radiographs; 2) Recruits diagnosed with acute respiratory illness with abnormal chest radiographs and negative throat cultures; 3) Recruits diagnosed with acute respiratory illness with abnormal chest radiographs and bacterial pathogen identified by throat culture or PCR; 4) Recruits diagnosed with acute respiratory illness with abnormal chest radiographs and viral pathogen identified by throat culture or PCR; and 5) Normal age and demographic matched healthy controls who do not report to sick call during training. The groups will be compared to determine if there is a difference in levels of markers of inflammation, oxidative damage, and antioxidants between these groups and between acute and convalescent serum. The Naval Medical Logistics Command intends to conduct this acquisition on an unrestricted full and open competition basis under Federal Acquisition Regulation (FAR) Part 15, Contracting by negotiation. The Government intends to award a firm fixed price contract for the services. NAICS 541711 Potential Offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NMLC anticipates posting the solicitation fifteen (15) days after the date of publication of this notice (or as soon as possible thereafter).
