MARKET SURVEYSATELLITE COMMUNICATION SERVICE PROVIDERSWAAS PROGRAM SATELLITE COMMUNICATION SEGMENT This is a Market Survey announcement. This Market Survey is being released in accordance with the Federal Aviation Administration (FAA) Acquisition Management Policy (AMS) policy 3.2.1.2.1. The responses to this Market Survey will be used for information purposes only and will not be released. Proprietary information will be protected if appropriately marked. This announcement is not intended to guarantee procurement of a product, and shall not be construed as a commitment by the Government to enter into a contract. This is not a Screening Information Request (SIR) nor Request For Proposal (RFP). The FAA is neither seeking nor accepting unsolicited proposals. All parties are advised that the FAA will not pay for any information or any administrative costs associated with any response received in response to this announcement. Any costs associated with the Market Survey submissions will be solely at the interested party's expense. Responses to this Market Survey will be used to develop a Source List which will be used if a solicitation for this requirement is issued. The information identified from this Market Survey may result in a restricted screening process if an RFP is issued. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The Government has identified the principal North American Industry Classification System (NAICS code) 334511 Search, Detections, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size standard of 750. If you believe that another NAICS code can be responsive to the work specified in this market survey, include supporting justification with your alternate NAICS code. Suggestion of an alternate NAICS code does not require that the work be set-aside or solicited under that alternative code. The Federal Aviation Administration (FAA) must maintain and sustain the existing Wide Area Augmentation System (WAAS) Program Satellite Communication Segment. Currently, two satellites and the corresponding requisite four Geostationary Uplink Subsystems are operational and have been leased through July 2017.
