Description
Springfield, IL 62701-1905 - Lincoln Home National Historic Site, Lyon House, 413 South Eighth Street, Springfield, IL 62701. SOLICITATION NUMBER: N6530100010 NOTICE TO POTENTIAL OFFERORS: This project is being solicited and awarded in accordance with the Small Business Competitiveness Demonstration Program, Public Law 100-656. Accordingly, as this solicitation is applicable to a NAICS Code within the designated industry groups identified in FAR 19.1005, this procurement is being solicited as FULL AND OPEN COMPETITION. NAICS - The North American Industry Classification System (NAICS) Code is 238220. MAGNITUDE OF THIS PROJECT: This project is estimated between $25,000 and $100,000. PROJECT DESCRIPTION: A new HVAC is required to correct the existing inefficient and insufficient HVAC system between the first and second floor of the Lyon House. Work consists of the contractor furnishing all equipment, materials, tools, qualified labor and supervision necessary to replace existing HVAC system in the Lyon House, and design and install a geothermal system. Contractor to use existing ductwork for the 1st floor, converting the 2nd floor supply to return air, install new supply ductwork for the 2nd floor, and balancing the airflow for both floors. TYPE OF CONTRACT: A firm-fixed price construction contract. Davis-Bacon prevailing wages apply. PERIOD OF PERFORMANCE: The Contractor shall begin performance within ten (10) calendar days after receiving the written Notice to Proceed. However, any work which would directly affect the existing heating capability of the Lyon House may not commence until after April 1, 2010. All work under this contract must be completed no later than May 14, 2010. PUBLICIZING AND RESPONSE TIME: The solicitation package, which will be a Request for Proposal (RFP), will be issued on or about DECEMBER 30, 2009 with a response date of JANUARY 29, 2010. Solicitation packages may be obtained via the internet by accessing the National Business Center (NBC) Opportunities website at http://ideasec.nbc.gov, or the Federal Business Opportunities (FBO) website at https://www.fbo.gov. Offerors will also be responsible for checking the website(s) for any amendments to the solicitation issued prior to the closing date of the RFP. THIS ELECTRONIC POSTING REPRESENTS THE ONLY FORMAL OFFERING. A PAPER COPY OF THE SOLICITATION PACKAGE WILL NOT BE ISSUED. ALL OFFERS MUST BE SUBMITTED IN HARD COPY. CCR AND ORCA: Effective October 1, 2003, active registration in the Central Contractor Registration (CCR) database is mandatory to be granted an award. If the successful offeror does not become registered and active in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to offer award to the next otherwise successful offeror. It is highly recommended that should it be your intention to submit an offer in response to this RFP, that you become registered in CCR upon receipt of this solicitation so as not to delay award of the procurement if offered. The successful offeror will also be required to have completed their Annual Representations and Certifications. This can be done by completing them online at http://orca.bpn.gov.
