Description
RFP - S10-091 Housing for NHPs. Please refer to document attached for detailed instructions. Failure to follow directions can be reason for disqualification. The last day to submit written questions is 1/8/10 by 4PM Eastern Time. Due date for submission of offers is 1/15/10 by 3PM Eastern time. Housing of Rhesus Macaques for the Vaccine Research Center The Subcontractor shall furnish the necessary management oversight and personnel for the performance of laboratory animal support services. The Subcontractor will be responsible for providing husbandry and technical support services required for the proper care, use and humane treatment of VRC-owned laboratory animals in their respective contract facility. Continuous high quality animal care shall be provided as set forth in the applicable animal welfare regulations, standards and guidelines. All Subcontract activities must be responsive to the VRC research requirements and comply with AAALAC, Int. accreditation standards. Animals must be maintained under carefully controlled conditions to minimize research variables and allow the accurate interpretation of laboratory results. Consequently, it is essential that animal colonies be properly maintained to avoid any situation or condition such as undue stress, diseases, animal identification problems, animal escapes, etc., that might adversely affect ongoing research. Period of Performance The period of performance shall start upon execution of the Subcontract Agreement and last until September 24, 2010. An Option Period may be awarded based on the awardee's performance. The preliminary notice does not commit SAIC-F to an extension. Hazardous Agents: There are no hazardous agents approved for use under housing protocol. Standard practices for BSL-1 housing, as outlined in the CDC-NIH book entitled Biosafety in Microbiological and Biomedical Laboratories, will be in place at all times during the conduct of this study. BSL-2 housing may be required for some animals. General requirements: Provide for the housing and care of animals identified by the Project Officer that will enter into holding status after the necessary pre-screening, testing, and other requirements have been completed in conjunction with the purchase of the animals. The animals will enter into the holding status when the animals would normally be ready for shipment but are not shipped as per the request of the Project Officer. All costs associated with animal manipulation normally associated with the holding and shipping of NHP such as but not limited to feeding, watering, twice daily health observations, sedation, physical exams, TB testing, pregnancy checks, serological screening (not testing cost), routine clinical diagnostic testing and shipment preparation shall be incorporated into the per diem cost. Animal may also be requested by the project officer to be housed for extended time frames. The animals may be housed in groups of same sex or mixed sex arrangements that will be determined by the Project Officer prior to the animals being placed into groups. Specific requirements: The offeror's budget should provide a detailed breakdown of cost for the NHP transportation care and maintenance. 1. Housing and Care for up to 350 Non Human Primates at offeror's facility(ies) including quarantine/acclimation. The animals will be acquired by the government and brought into the facility under VRC-09-274 "NHP Holding Protocol." 2. The NHP's will be owned by the government, and may be transferred to other contract facilities anytime after the initial acquisition and transfer. 3. Common veterinary procedures (i.e taking general physical exam, body temperature, pulse and respiratory rates of the animals.) 4. Common technical procedures (i.e blood and sample collections for quarantine and pre-study screenings, preparing animals for shipping and making shipping arrangements in coordination with the Vaccine Research Center.) 5. Serum samples for immunological assays, antibody titers, and genetic tests, including MAMU +/-, may be requested at anytime while under housing protocol. 6. Animals will be tattooed for identification upon arrival. 7. Primates may be bled throughout the quarantine/acclimation period, and at several different timepoints, but collection amount is not to exceed the guidelines. It is requested that the Subcontractor transfer the samples according to the NIH Division of Occupational Health and Safety "Shipping Biological Materials" guideline. 8. Facilities should have strong environmental enrichment program for NHP's. Some animals may need to be single-housed. Accreditations/Standard Operating Procedures (SOPs): The animals will be provided housing, care, and feeding in accordance with the Animal Welfare Act, Association for the Accreditation and Assessment of Laboratory Animal Care International (AAALAC) guidelines, the PHS policy (The Guide for the Care and Use of Laboratory Animals) and USDA regulations. Any facility that holds animals on or is associated with this contract must maintain an OLAW assurance number. Subcontractors must: • Provide proof of current AAALAC accreditation • Provide a copy of SOP's for consideration in accomplishing the tasks and providing the deliverables outlined. • Allow the VRC to conduct an initial audit of facilities to evaluate the SOP's being used. Reporting Requirements and Deliverables All animals placed in holding status for thirty (30) days or longer will require a monthly report to be sent to the Project Officer and SAIC-F Subcontracts Specialist electronically at the beginning of each month. This report should contain the following information: report date, current census, number of socially housed animals, number of individually housed animals, current period and year to date if applicable, number of animals shipped, number of animals added, number of animal deaths and reasons, number of serology tests performed, number of non-routine clinical cases including animal(s) ID number, date condition first noted, date resolved and general description of overall colony status, description of any current problems with proposed corrective action. The Project Officer will be informed within three (3) business days of any animals that are considered in poor condition or have been found dead. The animals are government property and the Subcontractor is not considered responsible for animal deaths of less than ten percent (10%). If the holding facility is under Emergency and/or Disaster status, the Project Officer and SAIC-F Subcontracts Specialist will be contacted as soon as possible and the Project Officer will initiate NIH disaster recovery assistance procedures in conjunction with the contractor with all resources available to minimize the impact to the government to the greatest extent possible. The Project Officer will notify the SAIC-F Contracting Officer, SAIC-F Subcontracts Specialist, and Subcontractor in writing as to the disposition of the animals at the end of the project. The Subcontractor will be responsible to certify they have complied with the disposition instructions within 15 days of receipt of receiving them.
