Description
The Fleet & Industrial Supply Center, in support of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS/IMF), Bremerton, WA intends to purchase TEST DYNAMOMETER WITH DATA ACQUISITION AND 20-foot CONEX BOX. The Dynamometer Assembly (DA) must have an angular speed operating and measuring range requirements shall be 0 to 360 RPM. The torque operating and measuring range shall be 0 to 7,000 foot-pounds shall meet specific torque and power requirements as will be provided in the solicitation. It shall be water-cooled with a maximum operating temperature of 170 F. The DA shall correctly align and mate with motor shaft. Dynamometer will be capable of a minimum operating time of 120 hours (5 days) of continuous operations. The Dynamometer is to be equipped with a Data Acquisition System as follows: Shall be compatible with 115 Vac power source and be externally mounted within conex box. The DA shall provide values for motor shaft speed from 0 to 360 RPM, torque from 0 to 7,000 foot-pounds and power from 0 to 420 Hp with time stamps when data was collected. It is to have a minimum of 2 USB ports to output real time test data to store on an external device. The dynamometer shall have a minimum sampling rate of 10 kHz and provide accuracy to within 1% to straight line of full range. The motor design output is 325 Horsepower, from 440 Volts AC at 57.5 Hz. The load applied to motor from unit shall be a pressure relief design or water break type. The DA shall be compatible with available fresh water supply, 80 psi nominal. Incidental services to include on-site vendor setup and testing for acceptance, and standard commercial warranty support for 12 months. Required delivery date is 1 April 2010. This requirement to be solicited using commercial, simplified acquisition procedures in accordance with FAR Parts 12 and 13.5 utilizing Low Price Technically Acceptable evaluation factors. Numbered Note One applies - The proposed contract is 100% set-aside for small business concerns. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. The anticipated posting date of the solicitation is on or about 17 December 2009 with a closing on 05 January 2010. Complete specifications to be included in the solicitation. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. Prospective offerors should register themselves on the NECO website. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or Faxed. All responsible sources may submit a bid, proposal or quotation, which shall be considered by FISCPS.
