Description
This is a SOURCE SOUGHT NOTICE, to identify new and emerging telecommunications technology that may be included in a Request for Proposal (RFP), to be posted this year, 2009. The government would ask that your offerings include a level of detail that resembles a Statement of Work (SOW). Specifically please identify the type of technology that will be used to provide the services that stated in the scope, however please do not include proprietary information in your response. Scope To provide voice services (Centrex like), Analog Business service and other digital services that are carried on copper, fiber and wireless connectivity. An example of the types of services are: local telecommunications services (DSL, DATA, BROADBAND, ISDN Multi point, DTS, high speed internet, new and future emerging technologies, landline and/or wireless transport etc.) for Federal Agencies located in the State of New York (Zone 1), the State of New Jersey (Zone 2), Rochester N.Y. (Monroe County) (Zone 3) Puerto Rico and the US Virgin Islands (Zone 4). The government is seeking to replace an existing government contract that will expire in the year 2010. The NYNJPR LSA (Local Service Acquisition) replacement will entail a single solicitation with multiple awards. Offerors are required to provide services where they currently provide commercial services within the geographic areas of this contract. Offerors may elect to offer service in single or multiple counties in Zone 1, Zone 2, Zone 3, and Zone 4 or all four Zones. Offerors shall furnish all necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to perform and furnish telecommunications services as specified in the Statement of Work. Offerors shall provide digital and/or analog telecommunications services with capacity and capability for the Government's current and future requirements. The Offeror shall design, plan, implement, provide and maintain the services or, functional equivalents or better, described in this Request for Information, RFI. The locations may be expanded or reduced over the period of the ensuing contract at no change in contract terms and conditions, including pricing. This contract will allow the Offeror to offer technology upgrades and enhancements throughout the life of this contract. Estimated term of this contract is Five (5) years with a ceiling price of $15,000,000.00. The government will consider this information to issue a formal solicitation this year, 2009. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, if the Government still plans to proceed with this acquisition in a competitive nature a solicitation announcement will be published in the Federal Business Opportunity for the respective project. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to solicitation announcement at a later time if a competitive acquisition is pursued. Qualification Criteria: Responses to this source sought shall provide information that indicates the contractor has the experience to perform the work as specified under scope of work. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought announcement.
