Description
This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. The Bureau of Reclamation (Reclamation) has a requirement for improving the seismic performance of the Desalting Building, located at the Yuma Desalination Plant, 7301 Calle Agua Salada, Yuma Arizona. The building is located in an area of moderate to high levels of seismicity and has identified potential seismic deficiencies.The Yuma Area Office, which is located within the Desalting Building, is responsible for scheduling Colorado River water deliveries in Arizona, California, and Mexico serving over 750,000 people and more than 1 million acres of commercial agriculture. It is imperative that the Yuma Area Office remains in operation during the construction. With this in mind, the mitigation solution included an exterior frame system designed to minimize disruption to Reclamation employees and allowing them to remain in the building during construction. The principal components of work to be performed include the following: 1. Selectively removing existing concrete sidewalks, stripping topsoil, and excavating earth materials. 2. Designing and constructing drilled and grouted micropiles and constructing cast-in-place reinforced concrete micropile caps.3. Furnishing, fabricating, and installing vertical and horizontal (flat) structural steel frames on exterior of building.4. Removing potions of the existing building roof and replacing it with thermoplastic-polyolefin membrane roofing.5. Installing topsoil, sod, rock, fabric, and edging for landscaping site areas, constructing new concrete sidewalks, and installing sprinkler irrigation system. The proposed contract will be a firm-fixed price Construction contract with an estimated performance period of 240 calendar days. The estimated total contract value is between $1,000,000.00 - $5,000,000.00. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building Construction, small business size standard is $33.5M. Capability statements are to be submitted no later than December 22, 2009. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Business name, address, business size and type, (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience shown by providing a list of actual jobs completed within the past five years in which your firm completed seismic restoration work. Additionally, for each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, the company name, location, and the customer's contact name and phone number for the work completed. Capability statements shall not exceed five pages in length. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
