- Draft Performance Work Statement for Technical Assistance for Teacher Incentive Grants Funded under the American Recovery and Reinvestment Act. The contractor shall coordinate the provision of technical assistance and other services to Teacher Incentive Fund (TIF) grantees funded under the American Recovery and Reinvestment Act (ARRA). The contractor shall provide technical assistance and training that support TIF grantees in developing and implementing performance-based educator compensation systems. The contractor shall also provide administrative assistance to the TIF program staff in conducting monitoring; and logistical support for annual grantee meetings. The contractor shall provide the necessary services for development of profiles of new grantees for publication on the Center for Educator Compensation Reform (CECR) website and development of items for the CECR newsletter. The contractor shall also provide assistance with the Government Performance Results Act (GPRA) and Program Assessment Ratings Tool (PART) reporting. The contractor shall provide services beginning with the award date of the contract for one 12-month base period with four possible 12-month option periods. The United States Department of Education (ED) is seeking comments on the draft statement of work for the above-referenced requirement and is seeking interested parties for this requirement. ED is also seeking feedback on how offerors would price this procurement as a firm-fixed price contract. Also, please address whether your company can write a statement of work for this requirement if ED provides a statement of objective. If a contractor is chosen to write a statement of work, they will be prohibited from competing on the follow-on contract. If you are interested in this requirement, please also include whether your organization is a small business. Responses to this notice are due no later than 5:00 pm EST on Tuesday, January 5, 2010.
