Description
This is a Sources Sought Announcement for The National Institutes of Health (NIH), National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) for which the agency is seeking to set-aside for small business. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP), intends to procure a Program Specialist in resource management, program and business analysis. The estimated number of hours for the contract period of February 1, 2010 to January 31, 2011 is 1152 hours. The qualifications are as follows:1)Extensive and current working knowledge of the NIDA IRP travel management programs and systems, including the Gelco Travel Management System and GovTrip.2)Extensive and current working knowledge of the IRTA program and the Fellowship Payment System.3)Extensive familiarity with NIDA IRP investigators and administrative professionals; with proven ability to assist in improving support services for research section and branches.4)Overall knowledge of NIDA IRP and ability to consult and advise the Administrative Management Branch as a subject matter specialist. In addition, the contractor must have demonstrated in-depth training and extensive experience in administrative management, and development of policies and procedures in order to serve the NIDA IRP research program. Experience in travel management and general expertise in fellowship awards and time and attendance is required. S/he must have in-depth knowledge of NIDA IRP, NIH, and HHS mission and goals. The contractor must be considered an expert in these fields and experience in interpreting administrative policies and procedures to ensure implemental and compliance with regulations. The contractor must have at least 5 years of relevant experience in 1) travel management, 2) NIH fellowship awards program, and 3) research program management experience. The contractor will work on a part time basis, with duties as follows:1)Contractor will provide guidance to the new NIDA/IRP Administrative Officer in the areas of travel, fellowships, time and attendance, and technology transfer.2)Consult on travel management for compliance with federal travel regulations, keeps informed of changes, apply travel regulations to various travel situations, and interpret the regulations for NIDA/IRP staff. 3)Contractor coordinates and conducts training sessions for the NIDA/IRP staff on various aspects of the travel management program.4)Consults on the IRTA/FPS program requirements.5)Consults and prepares reports on new program development and workforce projects.6)Provides advice to NIDA/IRP and Administrative Management Branch staff as requested.7)Prepares Standard Operating Procedures (SOPs) for tasks involving travel, fellowship, time and attendance, and technology transfer8)Work both on-site and off-site, depending on the needs of the program. This is a Sources Sought for consultant services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a total small business set-aside. The solicitation number is NIHDA2010144 and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. The associated North American Classification System (NAICS) code for this procurement is 541611, and the small business size standard is $7.0.
