- Blood and Blood Components*SPECIAL NOTICE* The Department of Veterans Affairs, VISN 10 Dayton Contract office intends make a sole source award to Laboratory Corporation of America, for the purchase of a three (3) months of Laboratory Testing. The Statutory authority for this sole source purchase is Title 10 U.S.C. 253 (c) (2) as implemented in the FAR 6.302-2 (a)(2). The applicable NAICS Code is 621551 with a size standard of $13.5 million dollars. A Justification and Approval to procure using other than full and open competition is attached, the signed copy is available upon request. Any interested parties, other than Laboratory Corporation of America are encouraged to contact the Contracting Office at the e-mail address below no later than December 18, 2009 at 3:00 PM EST to inquire about other related upcoming procurement opportunities. Department of Veterans Affairs VISN 10 Justification and Approval 1.Identification of Agency and Contracting Activity: Department of Veterans Affairs, 4100 W. Third Street, Dayton, OH 45428-9000; VISN 10 Contracting Activity. 2.Nature/Description of Action: Pathology & Laboratory Medicine Service is requesting a Sole Source Procurement for Laboratory Corporation of America in order to utilize service referral testing. 3.Description of Supplies/Services: Laboratory Corporation provides pick-up of testing samples Monday through Friday daily and Saturday when needed. The company provides test results in electronic format in a time frame that is commercially accepted for the test; PC and interface to allow the electronic transmission of the laboratory testing and printing of report; any/all special specimen collection containers such as 72-hour collection containers, viral transport, DNA probe media, etc.; documentation of required Department of Transportation (DOT) training for handling hazardous materials. 4.Identification of Statutory Authority: MARK THE APPROPRIATE SELECTION BELOW ( ) 41 U.S.C. 253 (c) (1) Only One Responsible Source (FAR 6.302-1) (X) 41 U.S.C. 253 (c) (2) Unusual and Compelling Urgency (FAR 6.302-2) ( ) 41 U.S.C. 253 (c) (3) Industrial, Mobilization, Engineering, Developmental, or Research Capability or Expert Services ( ) 41 U.S.C. 253 (c) (4) International Agreement ( ) 41 U.S.C. 253 (c) (5) Authorized or Required by Statute ( ) 41 U.S.C. 253 (c) (6) National Security ( ) 41 U.S.C. 253 (c) (7) Public Interest 5.Proposed Contractor's Unique Qualifications or the Nature of the Acquisition Requiring Use of the Authority Cited: State the purpose of the sole source procurement. Solicitation of Potential Resources: This should be a sole source purchase. 7.Determination of a Fair and Reasonable Cost: The cost is determined to be fair and reasonable based on historical pricing 8.Description of market survey and any interested sources. If no market survey was conducted, state the reason: No market survey was conducted. Laboratory Corporation of America has been providing the service for all stations in the VISN 10. A solicitation for these services is currently pending peer review, which is delaying contract award. In the meantime, these laboratory services are ongoing, critical to patient care, and cannot be suspended. This J&A is intended to cover monthly invoicing until a contract award can be made for these services or until March 1, 2010, whichever occurs first. 9.Additional Support for the use of other than full and open competition: None 10.Sources expressing an interest: sole source as stated above 11.
