- This sources sought announcement is published for market research purposes. This market research will be used to help identify small and large sources in the market. Request that prospective offerors complete and return a Capabilities Statement as described below to determine which contractors possess the capability, experience and financial ability to provide the security operations services. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. BACKGROUND : The base year of these services shall be implemented during a transitional time for DISA, as the Agency vacates its National Capital Region (NCR) security elements and relocates to its new building on Fort Meade, Maryland as part of the base realignment and closure (BRAC). The move from the NCR locations to the Fort Meade building shall be phased, starting 1 August 2010 with estimated completion by 31 July 2011. During this timeframe, the Contractor shall be responsible to have and maintain required security guard licensing with the State of Maryland. The DISA Security Division shall work closely with the contractor as relocation plans are published to phase-in positions as needed. The work will be located in the new DISA headquarters at Fort George Meade, Maryland, a highly technical, multi-story, state of the art administrative/laboratory complex incorporating the latest developments in technology of approximately 1,070,000 gross square feet. All individuals working under the Security Services contract will be required to have a minimum of a Secret Security Clearance and some positions require a Top Secret Clearance. Facilities include sensitive compartmented information facility (SCIF) areas, administrative offices, IT laboratories, a network operations center, multipurpose conference center, demonstration areas, information processing and analysis centers, academic training facility, emergency operations center, security center, mail room, controlled humidity warehouse, wellness facility, food service kitchen and dining areas. SCOPE : The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform security guard responsibilities, communication security (COMSEC) duties, Information Systems Security Manager (ISSM) duties, Physical Security Specialist duties, antiterrorism/force protection duties, and alarm technician duties. The contractor shall provide services for the DISA Security Division (MPS6), which is responsible for DISA's overall security program. This includes but is not limited to physical security, visitor processing and badging, response to intrusion alarms, monitoring personnel access, common access card (CAC) issuance, antiterrorism/force protection program analysis, communication security (COMSEC) account management, and information systems security management. To accomplish this, DISA requires support from a contractor whose primary function is guard services, but with additional expertise in the specialty security skills. The Government intends to award Firm Fixed Price contract. The term of the resulting contract will be a five year period (base period plus four options years). NAICS CODE: 561612, STANDARD SIZE: $18.5M. SITE VISITS: For Contractors interested in this requirement, a Site Visit (at the Contractor's own expense) is planned for 15 January 2010; with a limit of 2 representatives (to include, prime, subs, etc.) per contractor. For those representatives attending the Site Visit; hard hat, safety glasses, reflective vests, and hard-soled work boots will be required but not provided. REQUEST FOR CAPABILITES STATEMENT : Interested small and large businesses should provide a capability statement to address their ability and experience to perform the tasks associated with the requirements stated below, and submits them to the Contracting Officer. Corporate Experience: Clearly describe your background, capability and experience providing and supporting Antiterrorism/Force Protection, Physical Security (Perimeter, Entry, and Interior), Procedural Security (Policies, Programs, Operating Procedures and detailed Statutory/Regulatory Trace) and Risk Management. If providing similar work performed in this area, please include the following information as part of your submission: •§ Who did your company provide the services to indicating whether they were DoD, Federal, State or Municipal Government, Education Institution, Commercial, etc. •§ Contract number or other identifying reference (if applicable) •§ Did you perform as the Prime or Sub contractor? •§ Period of Performance •§ Annual Dollar Value •§ Contract Type (Cost, Firm Fixed Price, Time & Materials, etc.) - if applicable Phase In: All contractors should address their ability to ramp up and meet the requirements from date of award that is projected for June of 2010. RESPONSES TO RFI : All responses must not exceed 25 single spaced pages, 12-point type with at least a one-inch margin on an 8-1/2 x 11 inch paper. The responses should specifically describe the contractor's ability to meet the requirements outlined in the RFI. Please include company's name, point of contact, address, phone number, DUNS number, CAGE Code, Tax ID and business size. Marketing Brochures will not be considered adequate information as a response to this RFI. All small businesses to include Small Disadvantaged, HUBZone, Women-Owned and Service Disabled are strongly encouraged to submit their responses. The purpose of this RFI is to gather market research on potential sources that have the capabilities to provide the Security Services for the Defense Information Systems Agency.
