- Please complete the attached matrix. For any questions or concerns with the attachment, please contact jamalka.staton@usdoj.gov. The purpose of this "sources sought" notice is to identify hotels willing to provide meeting space, lodging, and meals in the Sacramento, CA area within the guidelines issued by the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP). The requirements prescribe limits for meals and refreshments served at breaks. Regarding meals, the OJP guidelines state that the cost of any meal provided, plus any applicable hotel service costs or fees, cannot exceed 150 percent of the locality M&IE per meal. For the Sacramento, CA area, the M&IE rate is $61.00 per person. · If breakfast is provided, in a locality with a $61.00 per day meal incidental expense M&IE rate, the breakfast rate in the locality is $10.00 per breakfast. Therefore, the cost of the breakfast provided at the conference cannot exceed $15.00 ($10.00 X 150%) per person. · If lunch will be provided in a locality with a $61.00 per day meal incidental expense M&IE rate, the lunch rate in the locality is $15.00 per lunch. Therefore, the cost of the lunch provided at the conference cannot exceed $22.50 ($15.00 X 150%) per person. The OJP guidelines also define refreshments as light food and drinks served at breaks and include such items as coffee, tea, milk, juice, soft drinks, donuts, bagels, fruit, pretzels, cookies, chips, or muffins. Under the OJP guidelines the cost of these items, plus any hotel service costs, cannot exceed 23 percent of the locality (M&IE) for both morning and afternoon breaks. For the Sacramento, CA area, the M&IE rate is $61.00 per person. Therefore, the cost of the refreshments cannot exceed $14.03 ($61.00 X 23%) per person per day. Any hotel source interested and capable of providing lodging at the Federal per diem rates and willing to meet the OJP guidelines should complete the attached Conference Matrix Worksheet and submit a statement of capabilities to include the following: · Sleeping Capacity · Meeting capacity · Floor charts · Actual Food and beverage menus supporting the pricing mentioned above (inclusive of hotel service costs and per diem): breakfast less than or equal to $15.00 per person; lunch less than or equal to $22.50 per person; and refreshments for both morning and afternoon breaks, $14.03 per person. In order to bid, the Hotel must be compliant with the Hotel and Motel Fire Safety Act of 1990 listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotel/search.cfm. The Hotel must also be compliant with the Americans with Disabilities Act.
