- The VA Western NY Healthcare System, VISN 2 (Buffalo), 3495 Bailey Avenue, Buffalo, NY (VAMC) has a requirement for HUBNET (Hospitals and University at Buffalo Library Resource Network). The Hospitals and University at Buffalo Library Resource Network (HUBNET) is a collaborative database project sponsored by the Library Consortium of Health Institutions in Buffalo (LHCIB) and based at SUNY Buffalo (UB). It offers a unique variety of Medical, Nursing and consumer information sources. Among these online databases are approximately 30 bibliographic databases covering journal article citations and other sources in Clinical and research Medicine, Psychiatry, Education, Nursing, Pharmacology and Evidence-based Medicine. Full Text Books and 155 full text journals in Medicine, Nursing Preclinical Sciences, Health Administration and Pharmacology are online. One stop access to free NY State sponsored databases for health consumers and medical news is also available. The Clinicguide database offers a desktop resource to aid in clinical diagnosis and decision-making at the point of contact with the patient with the potential to be a tool in the CPRS online process. The ONCALL database is a unique tool for accessing the holdings of the major local hospitals and UB's libraries. Through HUBNET SUNYAB affiliated staff and students have a central point to reach and use all SUNYAB databases from remote locations. HUBNET is the main Medical database of the UB health science schools and affiliated students and residents who rotate through the VA expect this platform to remain stable in their affiliated hospital rotations by standardizing information access throughout the area. The NAICS Code is 519120. In accordance with FAR 6.302-1, and because this item is unique and the only service able to work for the VA Western NY Healthcare System, this contract will be sole sourced to Consortium Information Services. The contract number will be VA528-P-0679. The expected cost range is greater than $100,000 and less than $500,000. The closing date for this pre-solicitation notice is 18 December 2009 at 12 noon. The contract is expected to be awarded to Consortium Information Services. The company is the only company that can provide this particular service to the VA Western NY healthcare System. The set aside status is unrestricted. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Buffalo VAMC.
