- RECOVERY (ARRA) Award Notice RECOVERY (ARRA) Masonry and Exterior Repairs Federal Buildings: 103F,102E, 103E, 105L 4300 Goodfellow Blvd St. Louis, MO 63120 RECOVERY ACT PROCUREMENT. THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. This project will be funded through the American Recovery and Reinvestment Act of 2009. The proposed procurement is being made under the Small Business Administration 8a Set-Aside program for the primary geographic area of the State of Missouri. This procurement was awarded using other than full and open competition because a sole source award was made under the 8(a) Program 15 U.S.C.637. The contract award was made pursuant to the procedures at FAR Subpart 19.8. The contract has been awarded to Johnson Roofing & Construction, 100 Queen St, Vidalia, GA 30474. The Federal Supply Code is Z111. The North American Industrial Classification Code is 238140 (Masonry & Stone contractors) and the size standard is $14 Million. The base award amount is $285,669.00. The awarded contract also contains three options listed: $229,630.00, $182,141.00 and $137,157.00. At the Goodfellow Federal Center, the existing face brick exteriors are in need of repair to stop the existing brick masonry from further deterioration, and to eliminate water infiltration and future damage related to moisture penetration and freeze/thaw cycles. The existing masonry parapets are in poor condition due to water infiltration at the existing stone copings. The entire masonry exterior of the buildings shows signs of requiring tuckpointing the existing masonry, the joints at the existing lintels are in poor condition, the joints at the existing stone coping and existing copper counterflashing are in poor condition. The work to be delivered under this contract includes, but is not limited to resolving the needs above.
