Description
This course provides the student with a broad-based understanding of the character and quality of cultural resources as well as a working knowledge of the identification and assessment procedures applied to those resources affected by a proposed understanding. The course is designed for planners, environmental resources managers, study managers, project managers, and others who will participate in the assessment and management of cultural resources. The attributes, quality, and values of cultural resources are examined with the process of identification, evaluation, and impact assessment described in detail. Students will receive an overview of Corps of Engineers planning principles and guidelines focused on the integration of cultural resource considerations with other resource planning and management activities. Attention is given to the National Historic Preservation Act (NHPA) of 1966, the Archeological resources Protection Act of 1979, the Native American Graves Protection and repatriation Act and other legislative and regulatory requirements. This course gives special consideration to the procedural requirements of Section 106 of the NHPA and the interrelationships of the agency, the Advisory Council on Historic Preservation, the State Historic Preservation Office, and officials of Indian tribes. The program also offers an overview of the nature of the Corps of Engineers relations with Indian tribes including an understanding of the Trust relationship, government-to-government relations, treatment of Native American human remains, and associated objects and Indian access to sacred sites. State-of-the-art field techniques, methodologies, and data management are illustrated. NOTE: Solicitation to be issued on or about 14 January 2010. Please refrain from any questions or comments at this time.
