Description
This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to provide construction services for an electrical upgrade project that consists of two parts. The first part shall include, but not be limited to the upgrade and expansion of existing electrical closets and construction of new electrical closets in building 1 at the Department of Veterans Affairs, Aleda E. Lutz VA Medical Center Hospital. The work shall include upgrading and expanding approximately (19) existing closets and constructing (3) new electrical closets in building one to provide safe working clearances for VA personnel and contract personnel working in these spaces in accordance with NFPA 70, 70E & 99. Work shall also include relocating several branch panels and circuits, replacing various electrical receptacles and branch wiring to remove multiple splices, removal of asbestos covered domestic water lines from out of electrical closet space, cleaning out abandoned telephone cabling, cable TV cabling & other cabling abandoned in these closets and removal of electrical meters. The second part shall include, but not be limited to the upgrading of the primary electrical distribution system and correction of electrical deficiencies in buildings 3 & 4. This work includes the construction of new closets for electrical and communication equipment, the construction of an underground primary electrical duct bank and the installation of a new 8320 volt 3 phase primary circuit number 3 to run in this new duct bank, installation of transformer and primary circuits to existing and future buildings and the construction/installation of emergency transformers, transfer switches and enclosures. The contract will have a 12 month completion requirement. The estimated award date of the contract is 15 April 2010. The estimated cost of construction is between $1,000,000 and $5,000,000. The North American Industrial Classification System (NAICS) code is 238210, which has a size standard of $14,000,000 in average annual receipts. The project requires knowledge of hospital construction special needs and knowledge of electrical distribution systems. This is NOT a request for proposals. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: a brief overview of the firms capabilities including experience on construction projects similar in scope and cost magnitude to this program; and any socio-economic classification(s) (e.g., large business, small business, small disadvantaged business, etc.) as they relate to NAICS code 238210. Firms MUST submit a letter from their bonding company related to their bonding capacity for individual projects along with their letter of interest. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. Do NOT send an SF 330. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Companies or individuals interested in responding are invited to submit their information via email only to Contracting at either Darryl.K.Williams@usace.army.mil or LRE-Quotes@usace.army.mil. Responses shall include the following information: (1) A completed Sources Sought Information Request Form. (2) If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. (3) A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project. (4) Past Experience - provide descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, and a description of how the experience relates to the proposed project. 5) A statement identifying what portion of the work would be self performed, and how it would be accomplished. All attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please send responses by no later than 2:00 PM local prevailing time at Detroit, MI on 23 December 2009.
