- For reference only. For reference only. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. F5F3FD9299A001 is issued as a Request for Quotation (RFQ). This acquisition is being performed as constituted in FAR Part 13 Simplified Acquisition Procedures. This is a 100% small business set-aside; NAICS code 541380 and size standard $12.0 million apply. The contractor shall provide all plant, labor, supervision, equipment, tools, materials, transportation, and appliances necessary to conduct a six-year teardown/maintenance service to 88 each 150 lb. wheeled halon fire extinguisher tanks and hoses (refer to attached photographs which are provided for reference only), in accordance with the National Fire Protection Association (NFPA) 10 Standards for Portable Fire Extinguishers; to include but not limited to rust removal and painting of those units that require it, but leaving all existing labels and markings unpainted. Service will not include hydrostatic testing of tanks and hoses but shall include replacement of parts (e.g., valve stem, O-ring & spring, pull-pins chains, hose gaskets, dust & nozzle holder, etc.) as necessary. Each fire extinguisher may need different work done to it past the six-year teardown at March ARB, California. To be able to meet requirements and due to the large quantity of fire extinguishers to be serviced, the vendor must be located within the 30 traveling miles proximity of March ARB. This will allow March ARB fire department personnel to economically deliver and pick-up fire extinguishers in batches of 10 fire extinguishers at a time. March ARB will then swap 10 for 10 fire extinguishers upon completion of the service that would allow only 20 fire extinguishers to be out of service at any given time. Period of performance: The first 10 fire extinguishers to be serviced shall be delivered to the vendor as soon after contract award. All required maintenance of 88 halon fire extinguishers must be completed no later than 31 January 2010. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors being considered in accordance with FAR 52.212-2 Evaluation-Commercial Items. The following evaluation factors will be used when evaluating quotes: (1) Price; (2) Location-Proximity to March ARB (Generally, but not limited to, within 30 traveling miles of the Base). Price is significantly more important than the location in the evaluation process. All interested parties are responsible for monitoring the FedBizOpps website at https://www.fedbizopps.gov for status of this combined synopsis/solicitation and any applicable amendments thereto. To be eligible for award under this combined synopsis/solicitation, offeror must be registered on the Central Contractor Registration (CCR) at http://www.ccr.gov. Effective January 1, 2005 in accordance with FAR 52.212.3 Offeror Representations and Certifications-Commercial Items, offerors are required to submit on-line representations and certifications (ORCA) application at https://orca.bpn.gov/. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. No organized site visit is scheduled at this time.
