Description
The original synopsis for N61331-10-T-2004 has been modified to include applicable part numbers. All other terms and conditions remain the same as in the original synopsis. NSWC, Panama City, Florida intends to solicit Parvus Corporation 3222 SS. Washington Street, Salt Lake City, UT 84115 on a sole source basis for two (2) Ruggedized Cisco 3825 Integrated Services Routers (PRV-1313-01) and two (2) Ruggedized Cisco 2955 Catalyst Switches (PRV-1312-01). This item is not suitable for full and open competition for the following reasons. Parvus is the only manufacturer of an off-the-shelf militarized controller that meets MIL-STD-461 and MIL-STD-801 and that meets the minimum performance requirements. Development time for another vendor to ruggedize this component would take 6-9 months which would have a negative impact on the MVCS project schedule. In addition this would result in increased cost for another vendor to develop an equivalent unit. The current system has been design to meet the set requirements stated above. Any changes to the product will cause a slip in the delivery of the units to the LCS ship 3 and 4 Seaframe. Software has been designed to utilize current hardware set, affecting development of software with any changes. The Request for Quote (RFQ) number is N61331-10-T-2004. Simplified Acquisition Procedures is the method of award for this procurement. The NAICS code is 334119 with a small business size standard of 1,000 employees. The order shall be firm fixed price with the anticipated award date of December 19, 2009. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area. Therefore, this synopsis and any applicable amendments will be available at https://www.fbo.gov. Vendors should regularly access this web site to ensure that they have downloaded all amendments.
