Description
Sources Sought Information Request Form This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to provide construction services to upgrade the heating, ventilating, and air conditioning systems to Dietetics Kitchen and support spaces: Canteen kitchen and canteen cafeteria; all spaces on the Fourth Floor and all spaces on the Fifth Floor within the hospital building at the Aleda E. Lutz VA Medical Center, in Saginaw, Michigan. The project will include the installation of four air-handlers with associated condensing units, ductwork, piping, electrical work, etc. The air-handlers range in size from 6000 CFM to 18000 CFM and will contain hot water heating coils and DX cooling coils. One of the air handlers will be installed in the new Energy Center which is currently being constructed at the facility. The project also includes the installation of VAV boxes with hot water reheat and their associated piping and DDC controls, humidifiers, exhaust fans, and various grills, diffusers, louvers etc. The contract will have an 18 month completion requirement. The estimated award date of the contract is 15 April 2010. The estimated cost of construction is between $1,000,000 and $5,000,000. The North American Industrial Classification System (NAICS) code is 238220, which has a small business size standard of $14,000,000 in average annual receipts. The project requires knowledge of HVAC construction as it related to a healthcare environment. This is NOT a request for proposals. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: a brief overview of the firm's capabilities including experience on construction projects similar in scope and cost magnitude to this program; and any socio-economic classification(s) (e.g., large business, small business, small disadvantaged business, etc.) as they relate to NAICS code 238220. Firms MUST submit a letter from their bonding company related to their bonding capacity for individual projects along with their letter of interest. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed four (4) pages, including the attached response form. Do NOT send an SF 330. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Companies or individuals interested in responding are invited to submit the Sources Sought Information Request Form and associated information via email only to the Detroit District Contracting Office at LRE-Quotes@usace.army.mil. Responses shall include the following information: (1) A completed Sources Sought Information Request Form. (2) If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. (3) A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project. (4) Past Experience - provide descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, and a description of how the experience relates to the proposed project. (5) A statement identifying what portion of the work would be self performed, and how it would be accomplished. Attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please send responses by no later than 2:00 PM local prevailing time at Detroit, MI on 22 December 2009. PLEASE REFERENCE "SOURCES SOUGHT: VA Saginaw - Replace HVAC System" IN THE SUBJECT LINE. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. The formal solicitation will be issued at a later date by a separate announcement.
