- NAICS Code: 811219 The U.S. Environmental Protection Agency (US EPA), National Enforcement Investigations Center (NEIC) in Denver, Colorado, intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Part Thirteen (13), SimplifiedAcquisition Procedures, to PerkinElmer LAS, Inc. of Shelton, Connecticut. This acquisition will provide a one year maintenance agreement for five PerkinElmer instrument systems - two Inductively Coupled Plasma Optical Emission Spectrometers, two Inductively Coupled Plasma Mass Spectrometers, and an Atomic Absorption Spectrometer - and associated components. The agreement will include one preventive maintenance visit; parts, labor, and service engineer travel; telephone support; and a five percent training discount. The manufacturer of the instruments, PerkinElmer, is the only organization with the combination of proprietary knowledge, professional service capability, available replacement parts, and the ability to provide loaner equipment during repair that can provide the required maintenance support for these instruments. No solicitation or Request For Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the EPA requirements described herein may submit a response which, if received by the closing date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
