Description
Sources Sought Synopsis Title: An Analysis of Cancer Risk in Populations Living Near Nuclear Power Facilities THE U. S. NUCLEAR REGUALTORY COMMISSION (NRC) is issuing this Sources Sought as a means to determine the availability and potential technical capability of the commercial sector (including universities) in performing an epidemiologic study to complement and provide up-to-date information to the 1990 U.S. National Cancer Institute study, “Cancer in Populations Living Near Nuclear Facilities.” The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541990 – “All Other Professional, Scientific, and Technical Services”. This is a sources sought synopsis. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposal; submission of any information in response to this notice is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities to perform work for the NRC, free of Organizational Conflict of Interest (OCOI). For information on NRC OCOI regulations, visit NRC Acquisition Regulation Subpart 2009.5, entitled “Organizational Conflicts of Interest” (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited to submit the capability information as described below. Submission of additional materials such as glossy brochures or videos is discouraged. Responses are due no later than January 31, 2010. The Government will not reimburse respondents for any costs associated with submission of the requested information. Telephone inquiries or responses are not acceptable. Background The objective of this study is to provide the NRC with the latest cancer incidence and mortality data for populations living near past and present licensed nuclear power reactors. This study will give the agency the latest credible scientific information for responding to stakeholders’ concerns related to cancer incidence and mortality in populations that live near licensed nuclear power plants. Additional analyses will be performed at potential future sites to provide a baseline population cancer risk should a commercial nuclear power reactor be built on the site. The NRC has determined that the Oak Ridge Institute for Science and Education, operated by the Oak Ridge Associated Universities (ORAU), is qualified to provide these services. ORAU has successfully started work on the epidemiology study. The NRC would like to indentify potential commercial services to conduct the study before continuing with ORAU. In your submittal please provide evidence of the following capabilities: 1) Demonstrated ability to interpret and generalize epidemiological results with a large number of statistical tests. Demonstrated experience in developing high quality, technically defensible work products per contractual timelines and within budget. 2) Demonstrated experience with and knowledge of the availability and accessibility of cancer mortality and incidence databases at the national and State level. 3) Demonstrated experience presenting technical information to an independent peer review committee and responding to and incorporating comments. 4) Demonstrated education and publishing record in the field of radiation epidemiology with a strong preference for investigators at the doctoral level. Other technical areas critical to the study are biostatistics, geographical information systems (GIS), radiation health effects, and risk communication. 5) Demonstrated expertise in applying GIS to public health applications. 6) Demonstrated experience in database management and in protection of personally identifiable information. 7) Demonstrated experience in communicating epidemiological results to a diverse range of stakeholders. Those stakeholders could include the general public living near the licensed reactors, the general public-at-large, interested non-governmental organizations, the media, other Federal, State, and local government agencies, Congress, and the scientific community.
