- Micro Focus COBOL Compiler Software This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as GAO Request for Quotation GAO-10-N-0011; quotes are being requested and a written solicitation will not be issued. Award to be made based on lowest overall cost. GAO requires the following perpetual software license: Micro Focus International Ltd. Server Express COBOL for UNIX for 2 Named Users, with annual Software Update License & Support for the base year and four option years. This is a brand name requirement based on compatibility relating to GAO use of the Dept. of Treasury HR Connect system. By way of background, GAO has a cross-servicing agreement with the Dept. of Treasury for the provision of the Treasury HR Connect enterprise human resources (HR) system. The HR Connect system has been developed by Treasury using Oracle’s PeopleSoft HRMS version 8.x. The PeopleSoft routines written in COBOL are specifically written for the Micro Focus Compiler syntax. They will not work correctly with other COBOL compilers. Thus in order to use many of the key HR Connect functions, GAO is required to obtain necessary license coverage for all PeopleSoft components including the Micro Focus compiler being specified here. Quotes will include a price table with the following line items: a) Perpetual License cost; b) Software Update License & Support cost for the base year and each of four option years. The Base Year is estimated to be 2/1/2010-1/31/2011. February 1 is the start date of each of the four subsequent option years; and c). Total cost of license and support (a+b). Quotes should include any terms and conditions applicable to the license (GAO will negotiate as needed these terms and conditions to ensure compliance with the federal laws of the United States of America), as well as evidence that the offeror is authorized to distribute this product for use with Oracle’s PeopleSoft software.
