- Solicitation N10PS30011 seeks helicopter flight services for one year consisting of a AS-350B3, SA315B or similar helicopter which meets the solicitation minimum aircraft requirements and which is fully Contractor operated and maintained. The aircraft will be used to support the National Park Service national resource program in Alaska, primarily Denali National Park, AK. The helicopter will be based at McKinley Park Strip, Denali National Park, AK but may also be used throughout the state of Alaska. Minimum Aircraft requirements are for a turbine Four (4) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single-pilot operated with Nonjettisonable payload (HOGE) of 500 pounds at minus 20 degrees Celsius at 14,000 feet pressure altitude using a pilot weight of 225 pounds, a mountain ranger at 200 pounds, a mountain rescue pack at 100 pounds, a 25-pound survival kit and fuel for 40 minutes of flight plus 20 minutes reserve. Missions will include, but are not limited to, search and rescue, logistical support, fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, law enforcement limited to non-hostile law enforcement, short-haul, and other administrative and related resource activities. The exclusive use period, subject to change as permitted in the solicitation, is April 25, 2010 through August 22, 2010 (120 days). The contract includes Government unilateral options of renewal for an additional four years. The Contractor shall possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR Part 135, 133, and 137. The anticipated issue date of the solicitation is December 17, 2009 with a projected closing date of January 13, 2010. It is a requirement that the successful awardee be registered in the Central Contractor Registry (CCR). The solicitation will also be available at www.amd.nbc.gov under "Current Solicitations" under Business Opportunities. Due to a possible lack of resources from small business concerns (1500 or fewer employees), this requirement is being solicited for full and open competition.
