- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. This solicitation is a total small business set-aside, NAICS 212393, with a small business size standard of 500 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for all work as shown. Gateway National Recreation Area has a requirement/need for 350 tons of Roadway Salt (Sodium Chloride, Common Salt, Molecular Weight 58.44 NaCl). It is essential that the roadway salt be treated with Flow Ease or similar product to prevent caking. This is the only way to ensure that the product meets the National Park Services needs for safe roadways. DELIVERY SCHEDULE: Delivery must be completed by December 30, 2009. Hours of delivery are between 6:00 am - 1:00 pm, Monday - Friday (EXCLUDING HOLIDAYS). The Contractor shall supply copies of weight/quarry tickets showing the type of material, quantity, delivery date and contract number attached to corresponding invoices, ALL TICKETS MUST BE SIGNED BY AN EMPLOYEE FROM THE ROADS AND GROUNDS DIVISION. LOCATION: There are three locations within Gateway NRA/Staten Island Unit. 50 Tons to Miller Field, 50 Tons to Great Kills Park, and 250 Tons to Fort Wadsworth, Staten Island, NY. Documents to be included in quote include; Detailed item description, detailed specifications. In addition, FAR 52.212-3, FAR provisions/clauses listed below apply. This information is available on the Internet at http://www.acquisition.gov/far. FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, with paragraph (b) clauses indicated by number 1, 15, 18, 19, 20, 22, and 31 (if payment by MasterCard is acceptable to the contractor). The deadline for receipt of quotes is December 21, 2009 at 4:30 pm. Quotes may be submitted on letterhead or the Standard Form 1449, and must include, at a minimum, unit price for each item, extended price, item description as detailed above, three past performance references within the past three years, prompt payment and warranty terms, whether you will accept payment by MasterCard, name, phone number, and address of your point of contact. Amendments to the solicitation will be posted in the same manner as the solicitation; it is your responsibility to monitor the website. The government reserves the right to cancel this solicitation.
