- The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to negotiate an Indefinite-Delivery/Requirements type contract with Firm Fixed-Price provisions and will utilize procedures under FAR Part 13.5, "Test Programs for Certain Commercial Items" (Clinger-Cohen). The contractor shall provide rental services of 2,366 daily rentals of Wound Vacuum Assisted Closures (VACs) in support of the Naval Medical Center Portsmouth, VA. The proposed requirement will be awarded as utilizing "brand name or equal" procedures. The Wound VACs must be "brand name or equal" to KCI V.A.C. Therapy Wound VACs. If items called for by this Request for Quote (RFQ) have been identified in the solicitation by a "brand name or equal" description, such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product(s) is (are) clearly identified in the quote and is (are) determined by the requiring activity to meet fully the salient characteristics requirements stated in the RFQ. Unless the vendor clearly indicates in their quote that they are offering an "equal" product, the quote shall be considered as offering a brand name product referenced in the RFQ. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quote. The period of performance for the resulting contract will be for 01 April 2010 through 31 March 2011 to include an option for four (4) additional one-year periods. A complete RFQ package will be available on or about 19 January 2010 by downloading the documents at the NECO Website as follows: http:// www.neco.navy.mil. The North American Industry Classification System (NAICS) code for this acquisition is 532490 with a size standard of $7.0 million. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
