- The U.S. Army Corps of Engineers Europe District is seeking expressions of interest to acquire Remediation and Contaminant Mitigation Services for a variety of media including groundwater, soil, surface water, drinking water, air, and buildings. Techniques also vary but may include in-situ methods, ex-situ methods, removal, natural attenuation, physical, chemical, or biological processes, or any combination thereof. The specific requirements are site and contaminant dependent, and are defined during site assessment, investigation, and/or scoping, and frequently require prompt action due to mission, legal, environmental, or health protection issues. Both US and Host Nation Laws must be considered in performing this work. The objective of the contract is to provide environmental support to NAUs current and potential clients. Generally, work will be performed for the European Command (EUCOM), where U.S. Army Europe (USAREUR) installations are located however, this could be extended to areas covered by other Department of Defense agencies, and/or other U.S. Government agencies or partners. Although there are no restrictions as to the percent distribution by work locations, the majority of the work for this contract is expected to be in Germany (60%), Italy (30%), and Belgium, the Netherlands, and other countries (10%). This contract will allow work at other installations (Army or otherwise) in support of environmental activities Europe-wide. The contract will not be limited to these areas or to the US forces but may be used wherever US Forces or other governmental agencies are involved in supporting actions within NAUs AOR or where NAU is asked to provide support. The contract will allow, but not compel work in the other countries, which includes but is not limited to Eastern Europe (e.g. Poland, Czech Republic, Romania, and Bulgaria); the Balkans, Israel, and the continent of Africa. The project will be advertised as an RFP for a MATOC Indefinite Delivery Indefinite Quantity (IDIQ) Environmental Remediation and Contaminant Mitigation Services contract using firm-fixed price task orders (TOs) which may result in up to five (5) awarded Multiple Award Task Order Contract (MATOC), contracts resulting in Firm Fixed Price Task Order(s) (TOs) which will identify the scope of work, and location. The maximum overall cumulative value of each contract will be $45M over the 5-year term of the contract. The contract will consist of one (1) base year period and four (4) one-year options, for a total performance period of five (5) years. There will be no limits on the number of task orders awarded/issued in any year However, the minimum amount per TO issued against this contract shall be $2,500. The maximum amount of the contract shall not exceed $45M and the maximum per task order shall not exceed the maximum of $5M. The majority of TOs issued are expected to range from $100K to $1.5 M. The minimum guarantee shall be $10,000 for the base period.
