- NASA/DFRC has a requirement to procure a Liquid Nitrogen Storage and DeliverySystem (1 each) in accordance with the attached Statement of Work, which may be accessedat http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. ]This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. Theinformation required by FAR Subpart 12.6 is included in the on-line RFQ.All proposals received will first be evaluated on a pass/fail basis on their ability tomeet all the elements in the attached Statement of Work (SOW).In order to obtain a passrating for the technical proposal, offerors must demonstrate a thorough and completeunderstanding of all the requirements stated in the SOW. In addition, offerors mustdemonstrate successful past performance (experience) in performing efforts of similarscope and complexity of this requirement. It is the government's intent to award on an"all or none" basis.Selection and award will be made to that responsible offeror, (1) whose offer istechnically acceptable, (2) whose proposed price is determined to be the lowest overallcost to the Government, and (3) whose past performance record is satisfactory.Offerorsmust provide adequate detail to allow evaluation of each offer (see FAR 52.212-1)including past performance information of at least three previous contracts held withGovernment Agencies or Private Industry.Davis-Bacon Wage Determination Number CA080031, Modification No. 40 dated 12/11/2009, isapplicable to the construction portion of this solicitation.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writing (preferably by e-mail)no later than January 8, 2010.Prospective quoters shall notify this office of their intent to submit a quotation. Itis the quoter's responsibility to monitor this site for the release of amendments (ifany). Potential quoters will be responsible for downloading their own copy of thisnotice, the on-line RFQ and amendments (if any).An ombudsman has been appointed - See NASA Specific Note "B".Any referenced notes may be viewed at the following URLs link below.
