- Description
- The Department of State intends to issue a solicitation for accounting and audit services at the Department of State, Arlington, Virginia. The required services are to non-personal services for providing Consolidated Receiving Point (CRP) services in the Baltimore, Maryland Commercial Zone Area. Offerors shall provides non-personal services for providing receipt, inspection, inventorying, consolidation, export packing, temporary storage, and related services connected with the forwarding/receiving of household effects (HHE) and privately owned vehicle belonging to U.S. Government employees. In addition, services will be provided for official vehicles belonging to the Department of State for its Foreign Services Posts and supplies shipped under specified procedures. A security clearance is not required, however all will require National Agency Check (NAC), after which a building pass will be issued. This pass does NOT authorize access to any classified information or areas. Until a pass is issued, the individual will be escorted into the Main Department of State Building of any of the State Annexes by either the COR or personnel from the Office of Transportation. This acquisition will be advertised as a Service-Disabled Veteran-Owned set aside. The National American Individual Classification Standard (NAICS) code for this procurement is 493190. This Request for Proposal (RFP) will require the submission of a technical proposal and a price proposal. The award shall be made to the schedule contractor whose proposal represents the best value to the Government. This means that the offeror’s understanding of the specific technical issues, Technical/Management Solutions/Approach; Key Personnel and Resumes and Past Performance together are more significant than cost. This solicitation will be issued via FEDBIZOPPS. NO PAPER COPIES will be mailed. Placement of a Firm fixed priced (FFP), Indefinite Quantity Indefinite Delivery (IDIQ) type of contract for one year base period, plus four (4) options is anticipated. THIS PRE-SOLICITATION NOTICE IS FOR NOTIFICATION PURPOSES ONLY. DO NOT SUBMIT ANY INFORMATION IN RESPONSE TO THIS PRE-SOLICITATION NOTICE. ALL QUESTIONS WILL BE TAKEN AFTER THE OFFICIAL REQUEST FOR PROPOSAL (RFP) HAS BEEN POSTED ON FEDBIZOPPS. ALL PROSPECTIVE CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACTORS REGISTRATION (CCR) IN ORDER TO BE ELIGIBLE FOR AWARD.
