- The U.S. Department of Labor (USDOL) wishes to procure the services of a firm for the construction of Offices, Activity Building and Dormitories at the Timber Lake Civilian Conservation Center in Estacada, Oregon. This firm must qualify under the Historically Underutilized Business Zones ( HUBZone) Small Business Program as indicated in Federal Acquisition Regulation Subpart 19. Phase 0 involves the build-out of approximately 1050 square feet in existing Building 1340 (vacant Dorm "C") for four small offices, a reception area and a staff toilet. The site work includes demolition of an existing ramp and side curbs, installation of a new ADA compliant ramp and handrail and security lighting. Interior construction shall consist of metal stud walls with gypsum wallboard and non-rated suspended gypsum board ceilings, and electrical, mechanical and plumbing systems. Smoke detection, fire alarm/visual/audio emergency system and emergency lighting are also included. Interior finishes include painted gypsum walls and ceilings, ceramic tile floor and wainscot in the staff toilet, vinyl composition tile, and carpet. Included in Phase 0 is the asbestos abatement and complete demolition of Building 1640 (CAB - Community Activity Building) that lies within the footprint of the new dormitory to be built in Phase 1. Demolition includes all mechanical, plumbing and electrical systems and associated utility connections. Building 1640 is an approximate 1100 square foot wood framed building with concrete foundations and a wood deck with railings. Also, the adjacent concrete sidewalk, ADA ramp and stairs are also to be demolished. Also included in Phase 0 is a new central fire alarm panel to be installed in the build-out of Building 1340 to serve the upper and lower campuses. This work includes the removal and replacement of existing overhead fire alarm signal cabling with new cabling for the lower and upper campus, a new local fire alarm panel in Building 2242 (Warehouse), a new local fire alarm panel with smoke detectors in Building 2907 (Sewage Treatment Plant Building), and new heat detectors in Building 2917 (Sewage Treatment Plant Blower Building). Phase 1 involves the construction of a new 68-bed, 15,040 square foot, two-story dormitory building. The site work includes new utility extensions and upgrades, infrastructure improvements, building excavation, drainage, concrete walkways, ADA compliant ramp and handrail, site/security lighting and landscaping. The new ADA-compliant dormitory construction shall consist of reinforced concrete foundations, stem walls and concrete footings, 920 square foot concrete slab on grade for lower level mechanical and electrical room, split and ground face concrete masonry unit exterior, wood roof trusses and standing seam metal roofing. Interior construction shall consist of metal stud walls with gypsum wallboard and fire-rated suspended gypsum board ceilings, ceramic tile wainscot in bath/toilet areas, vinyl composition tile and ceramic tile floors, rubber and ceramic tile base and carpeting. Complete smoke and fire detection, fire alarm/visual/audio emergency system, and emergency lighting are included. New mechanical, heating and cooling systems, plumbing, electrical and telecom systems are also included. Phase 2 involves the complete renovation of the interior and exterior building shell of 8,495 gross square foot Building 1338 (Dormitory "B"). The site work includes regrading, new utility extensions and upgrades, infrastructure improvements, building excavation, drainage, concrete walkways, ADA compliant ramp and handrail, site/security lighting and landscaping. Complete renovation includes the demolition and replacement of all exterior doors and windows, gutters and downspouts, exterior wall panels and insulation, interior partitions, finishes, perimeter gypsum board, insulation, electrical fixtures and outlets, and toilet fixtures and accessories. Also included are system upgrades and replacements for mechanical, plumbing, electrical and life safety systems.
