- THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BIDS The National Institutes of Health (NIH) is conducting a MARKET SURVEY to determine the availability of Small Businesses, including, HUBZone, Service-Disabled Veteran-Owned, 8(a), and Women-Owned small business concerns capable of providing support to initiatives within Office of Research Facilities, primarily within Real Property Management Office (RPMO). The Contractor shall provide professional services to include Business process re-engineering, Industrial engineering processes, Standard federal government processes, and Resource and personnel analysis. These professional services shall be conducted in the areas of supply, Logistics, Maintenance, Utilities operations, Design and construction management within the RPMO. The NAICS code is 541611. Contractors shall indicate if they are a large or small business (if small, please indicate any applicable socioeconomic status). DESCRIPTION OF THE REQUIREMENT: The contractor shall provide services for consultant and advisory assistance in implementing Budget planning, Budget control, Budget Tracking, Organizational Structure Tracking, Vacancy and Recruitment Support, Contact Information Lists, Training Development and Tracking, Metrics and Key Performance Indicator development, calculation and review of Performance Metrics, Dashboard Implementation and Upkeep, Quality Control Plan, Quality Control Plan Inspections and Data Collection, Quality Control Data Analysis, Quality Control Process Improvement Implementation, RPMO Service Contracts Development, Quality Assurance Surveillance Plans, Independent Government Cost Estimates, Solicitation Development Support, Evaluation Support, Lean and Continuous Improvement Initiatives, Standards Documents Identification and development, Standards Document Management, Post Competition Accountability Scope, and Post Competition Accountability Cost of the Real Property Management Office Project Control Office function. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing Consultant and advisory assistance in implementing Quality control, Process improvement, Budget and Personnel tracking within the RMPO. 3) Submit Capability Statements by 12:00PM, Tuesday, December 26, 2009 to: National Institutes of Health, Office of Acquisition, Office of Research Facilities, ATTN: Anazette Andrews, Contracting Officer, Building 13 Room 2E48, 9000 Rockville Pike, Bethesda, MD 20892.
