Description
NOTICE OF CONTRACTING ACTION (NOCA) This Federal Business Opportunities (FedBizOps) announcement constitutes a Notice of Contracting Action (NOCA), by the 551st Electronics Systems Group, Hanscom AFB, MA. The Government intends to issue a contract to Northrop Grumman Corporation, Baltimore, MD, pursuant to the authority of FAR 6.302-1(a)(2)(ii) entitled "One Responsible Source And No Other Supplies or Services Will Satisfy Agency Requirements"; FAR 6.302-1(a)(2)(ii) is authorized under 10 U.S.C. 2304-(c)1.This Foreign Military Sales (FMS) Sole Source service acquisition is in support of The Kingdom of the Royal Saudi Arabia Air Force (RSAF) fleet of AWACS Aircraft. The specific requirement is for the following: Three (3) Radar Technicians (an engineer, a quality assurance/control inspector, and a radar shop technician) to provide in-country technical services, sustainment and support of the E-3 AWACS (pre-RSIP baseline) AN/APY-2 radar system; this is an immediate requirement to prepare for the RSIP installation and check-out (I&CO) Program. This radar system is integrated into the Boeing RSAF E3 (AWACS) fleet. The proposed services will be provided at the Prince Sultan Air Base (PSAB), Saudi Arabia for a period of thirty-six (36) months. These services will require personnel to have a minimum of 10 years experience in evaluating and troubleshooting AN/APY-2 radar maintenance problems and must be able to perform repairs on system components, document system repairs and mod! ifications, and advise and train Royal Saudi Air Force personnel. To perform the required services, the contractor will be responsible to provide trained US Citizens with appropriate Secret Security Clearances to perform these tasks. Northrop Grumman Corporation, Baltimore, MD (formerly Westinghouse Corporation) owns the radar proprietary data and is the designer and original manufacturer of the AWACS radar. The Government has determined that an award to any source other than Northrop Grumman would result in unacceptable delays in fulfilling the Governments requirements. This notice is not a Request for Proposal (RFP). In addition, this notice does not constitute a commitment by the Government nor does it restrict the Government as to the ultimate acquisition approach.
