Description
The National Oceanic and Atmospheric Administration's (NOAA) National Climatic Data Center (NCDC) provides climate services support on a distributed basis through its management of the Regional Climate Center (RCC) Program. The RCCs provide services that include answering a wide variety of customer inquiries as received via telephone, fax, e-mail, or the internet, responding directly to the customer. RCC orders for data and information are accepted and fulfilled, including the receipt of payment. Local web sites that provide access to a full range of local, state, regional and national climatological data and information are to be maintained. Services also include interaction with customers and potential customers to ensure that local needs for climatological data and information are readily known. This interaction may include a variety of actions such as workshops, surveys, educational outreach, participation at conferences and seminars, and web based tools. The RCCs support NOAA's efforts to provide operational climate services while leveraging improvements in technology and collaborations with partners to expand quality data dissemination capabilities. The RCCs are engaged in the timely production and delivery of useful climate data, information and knowledge to decision makers and other users at the local, state, regional and national levels. There are six distinct geographic RCC areas in the United States and its territories, including the Northeast, Southeast, Midwestern, Southern, High Plains and Western, defined as follows: Northeast: ME, VT, NH, MA, RI, CT, NY, PA, WV, NJ, DE, MD; Southeastern: VA, NC, SC, GA, FL, AL, PR, VI; Midwestern: OH, MI, IN, IL, WI, MN, IA, MO, KY; Southern: TN, MS, LA, AR, TX, OK; High Plains: KS, NE, SD, ND, CO, WY; and Western: AZ, CA, NV, NM, UT, MT, ID, OR, WA, AK, HI and Pacific Territories. To complete this work, the government anticipates award of a fixed price contract for an RCC in each of the six (6) geographic areas. Work will be performed at the contractor's institution or organization. The anticipated start date is April 1, 2010 with a performance period of three (3) years which includes one (1) base year and two (2) option periods. Request for Proposal (RFP) EA133E-10-RP-0033 will be available on or about January 6, 2010 through the Government's website at http://www.fedbizopps.gov. Proposals will be due 30 days thereafter. Award of the contract(s) is anticipated for March 31, 2010. The basis for proposal evaluation, in descending order of importance, will be Technical Approach, Past Performance, Management Approach, and Small Disadvantaged Business (SDB) Participation. The applicable NAICS code for this acquisition is 541990 with a size standard of $7.0M. This acquisition is being conducted using FAR Part 15 - Contracting by Negotiation, on an unrestricted basis. Interested parties should use the FedBizOpps registration feature which provides notification when the RFP becomes available for download and all postings associated with the solicitation.
