- NASA/NSSC has a requirement for a course entitled KSC Crucial Conversations. Theobjective of the training is to provide strategies for both internal and external peerand customer satisfaction using proven research methods specifically adapted for KSC,provide overall improved communication and customer service practices for governmentemployees, provide knowledge of how to develop peer and customer relationships thatpromote continuous positive interactions, provide learners with the skills to resolvedisagreements, enable learners to build acceptance in the workforce, and enable learnersto speak persuasively and foster teamwork. The communication skills acquired shouldspecifically be in regards to having discussions between two or more people when stakesare high, opinions vary, and emotions run strong. This training will provide learnerswith a specialized training tailored to KSCs unique procedures, processes,organizational structure, culture and challenges with focus on applicability to NASA. The vendor shall be responsible for providing all training materials custom developed forKSC. The vendor shall be a licensed Master Trainer at the Train-the-Trainer level. Thevendor shall conduct one 4-day training to cover Crucial Conversations. Training shallbe held at NASAs Kennedy Space Center March 8-11, 2010.NASA/NSSC intends to purchase the training course from GEMS Consulting Inc, 7200 MysticBrook Way, Davenport, FL 33896-6703. Pursuant to FAR 13.106, the acquisition of theseservices has been determined to be reasonably available from only one source. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 31, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit a capability statement, proposal, or quotation, whichshall be considered by the agency.Capabilities and qualifications should be submitted to Megan Willis atMegan.M.Willis@nasa.gov.An Ombudsman has been appointed.
