- BACKGROUND AND CONTACT INFORMATION FOR SOURCES SOUGHT HSCG38-10-S-010002 The U.S. Coast Guard (CG) is seeking information from potential sources that can provide services for the upgrade of the first three HC-144A Mission System Pallets (MSPs) accepted by the CG. The USCG's objectives are: • To obtain services of a Federal Aviation Administration (FAA) Part 145 authorized repair center or equivalent to effectively upgrade the three MSPs to the most current configuration, Lockheed Martin Maritime System and Sensors part number 7399001, with the exception that the structural aluminum will not require replacement, and then have them returned to service for CG operational use, in a Ready For Issue (RFI) condition. The procurement of upgraded items is required under this task. • To have the three HC-144A MSPs upgraded for return to service with FAA Form 8130-3, other FAA authorized airworthiness form, or Certificate of Conformance attached. • To have the three HC-144A MSPs upgraded to meet OEM's specifications IAW the OEM's Modifications and Specifications. (The USCG cannot provide any of these data or documents to potential sources.) • To track and document flight time, calendar time, flight cycles, landings, and all work performed on HC-144A MSPs and components undergoing upgrade as required under USCG ACMS. This is accomplished via a Component Repair Record (CRR) which is used by the CG to update the Significant Component History Reports (SCHR) and to maintain the integrity of OEM restoration intervals and life cycle limits as applicable to the HC-144A MSP. THE ATTACHMENT PROVIDES ADDITIONAL INFORMATION.
