Description
DESC: The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and National Marine Fisheries, Panama City, FL, intends to procure services from The Florida State University Sponsored Research for Habitat use and seasonal residency of juvenile Smalltooth Sawfish in South Florida. The National Marine Fisheries Service's (NMFS) Panama City Laboratory is the lead in a monitoring recruitment and relative abundance survey of juvenile smalltooth sawfish, Pristis pectinata, in Ten Thousand Islands and Everglades National Park. The contractor will use both passive and active telemetry to examine patterns of habitat use, site fidelity, and residence times of juvenile sawfish in one of the few known primary nurseries for this federally endangered species. The research will seek to spatially and temporally define essential habitats in order to assess and quantify the availability of suitable habitats that may promote population recovery. TASKS 1. Define area to be surveyed and monitored 2. Establish acoustic listening stations 3. Collect and tag smalltooth sawfish 4. Monitor habitat use and movement patterns of smalltooth sawfish -Monthly downloads of data from acoustic listening stations 5. Analyze year one of data 6. Progress report on first year of research Period of performance approximately date of award through August 2011. The NAICS code for this action is 512110. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source The Florida State University. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received after date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the task section above. All those interested should submit, in writing, the company name, address, point of contact, telephone number, and business size; a detailed statement regarding technical capabilities and qualifications, and any additional supporting literature.
