Description
DRAFT PWS FOR TRAINING OPERATION AND MAINTENANCE OF THE CHEMICAL, ORDINANCE, BIOLOGICAL, RADIOLOGICAL AND TRAINING FACILITY (COBRATF) REQUEST FOR INFORMATION - SYNOPSIS. This is a Request for Information (RFI) for the purpose of obtaining market research and industry feedback to be used for preliminary planning only. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED IN RESPONSE TO THIS SYNOPSIS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information requests. The Center for Domestic Preparedness (CDP) is seeking comment from prospective offerors on the attached draft performance work statement (PWS) contracted Training Operations and Maintenance Support (TOMS) services for the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA)/Center for Domestic Preparedness (CDP)/Chemical, Ordnance, Biological, and Radiological Training Facility (COBRATF) located in Anniston, Alabama. The COBRATF is a federally operated training venue where live chemical agents (GB and VX) are used in a specialized training environment. The purpose of this synopsis is to receive industry comments on the draft PWS including (but not limited) technical questions and comments, contract pricing considerations, contract type, and potential award fee incentives for the competitively contracted services for Training Operation and Maintenance Support (TOMS) for The Center for Domestic Preparedness, Chemical, Ordinance, Biological, and Radiological Training Facility (COBRATF), in Anniston, Alabama. Facility-based services as described in the attached Draft Performance Work Statement (PWS) includes but are not limited to: activities such as live chemical agent training support, air monitoring operations, laboratory operations, protective clothing and equipment laundry operations, safety control panel operations, facilities/building operations and maintenance, waste water and water treatment, water storage systems, sewer system, compressed gases, incinerator and autoclave systems, contaminated trash removal, specific training, quality control, compressed gases, chemical hygiene and safety operations, and miscellaneous requirements and information. The contractor is required to provide operation and maintenance functions in a live chemical agent (GB and VX) environment. The COBRATF is used to train first responders, as well as international partners, in CBRNE defense under actual toxic chemical agent environment conditions. The COBRATF at Anniston, Alabama is the only civilian facility in the United States of its kind. Its modern design and engineering, air filtration systems, and state-of-the-art technology provides safe, realistic toxic agent training. Due to the uniqueness of this requirement, currently there is no exact designated The NAICS code is 561210 with a Small Business Size Standard for this action of $35.5 million. However, it must be noted that FEMA has already determined that the anticipated solicitation will be unrestricted and open to all business concerns including large business. No inquiries will be answered at this time and respondents shall not be notified of the results of the market research. Again, this document is merely for market research and planning purposes only and does not constitute a commitment, implied, or otherwise, that a procurement action will be issued nor will the Government pay or reimburse for information solicited or produced and may not be construed as a commitment by the Government to enter into a contract. In the event a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and the announcement will be published on Fed Biz Ops. Vendor comments may be incorporated and used to develop the final PWS as well as the solicitation. Responders to this Request for Information (RFI) Notice will not automatically be notified of any potential solicitation; therefore interested parties should be vigilant in looking for and must respond to the official solicitation announcement when it is posted on FEDBIZOPPS. Submissions must be submitted electronically as an Adobe Portable Document Format (PDF); no other document format or type will be accepted. It is important to note that there is a system wide size limitation on e-mail attachments of 8MB per e-mail message. It is highly recommended that respondents check the total size of the response before sending and IF necessary submit responses on sequential e-mails.
