Description
The Department of Veterans Affairs, VA Medical Center West Palm Beach FL is soliciting and intends to award a firm fixed price contract for Architect/Engineering services for an A/E to design a project to expand emergency distribution switchboards by upgrading the emergency switchboard to allow for additional breakers. Contractor shall design a project to expand the emergency power distribution for the Medical Center by upgrading the emergency switchboard to allow for addition breakers. This project will be designed by an A/E firm and bid deductive alternative will be developed to ensure construction award within available funding. The detailed project designs should begin with an on-site physical survey of the proposed construction location. All designs shall incorporate the necessary electrical, mechanical, structural and architectural components necessary to provide for a complete and functional area. Designs shall be in accordance with all applicable requirements of NFPA, EPA, OSHA, National Electric Code, ASHRAE, National Safety Code, VA Specification, VA Standard Details, VA Construction Standards, VA Space Planning Criteria H-08-0 and applicable local, state and federal regulations. Existing as-built drawings will be made available to the A/E; however, their accuracy is not guaranteed shall be verified by the A/E as part of investigative services. The A/E firm will be required to retain an external Certified Independent Third-Party Safety Professional or Professional Credential (CITP) for the design of the above project. The CITP will review the design of the above project to verify compliance with the National Fire Protection Agency (NFPA), National Fire Codes, OSHA, Life Safety Codes, as well as other codes. Set-Aside/Area of Consideration: This acquisition is set-aside for Service Disabled Veteran Owned Businesses (SDVOB) who are currently registered in the Central Contractor Registration (CCR) database http://www. ccr.gov and, http:// www.vet biz. Gov, ORCA and whose firm is physically located within the State of Florida. Submissions received that do not meet these criteria will not be considered. Please submit your qualifications and past performance data on SF330 (architect-engineer qualifications). You can obtain Standard Form 330 at: http://www.gsa.gov and then clicking on Forms Library located under the most requested links on the left hand side of the web page. Firms desiring consideration should submit an original and two copies of form SF330 no later than 2:00 P.M. on January 15, 2010 to VA Medical Center, Procurement Business Division, Bldg 12, Attn: Juanita Lyons, 7305 N Military Trail, West Palm Beach FL 33410. No electronic versions will be accepted. Firms will be evaluated based on: professional qualifications necessary for satisfactory performance of required services, specialized experience and technical competence in the type of work required, capacity to perform the work within the required timeframe, past performance on contracts with VA Medical Centers, government agencies, and private industry in terms of cost control, quality of work and compliance with performance schedule; location in the general geographical area of the project and knowledge of local conditions, acceptability under other appropriate evaluation criteria. Firms will be screened by the evaluation board, scored and ranked according to score. The five most qualified firms will be invited to interview with the selection board and will again be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. THIS IS NOT A REQUEST FOR PROPOSALS. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE.
